THAAD Senior Acquisition Analyst - 1078252

Provides senior acquisition support to the Terminal High Altitude Area Defense (THAAD) Project Office within the Missile Defense Agency (MDA). Prepares technical input into Contracts Requirements Packages, Statements of Work, Business Case Analysis (BCAs) and related life cycle cost estimates and should-cost & affordability analysis that support and implement acquisition decisions. Provides technical assistance in developing acquisition plans & strategies, procurement plans, and acquisition timeliness consistent with MDA acquisition policies, procedures, directives, and guidance. Develops senior briefings to COL/SES level addressing problems, courses of action, cost/benefit analysis, and recommends conclusions for all phases of the Department of Defense (DoD) acquisition process. Provides technical support to reporting THAAD acquisition progress against the program baseline to include integration with other functional discipline of product management, system engineering, contracts, finance, and logistics. Performs technical analysis to support market research, development of Independent Government Estimates (IGEs), Justification and Approvals (J&A) for other than full and open competition, Determination & Findings (D&F), negotiation positions, source selection and award, and contract administration. Provides technical input into Memorandums of Agreement (MOAs) with Other Government Agencies (OGAs) to include task order execution. Provides technical input into procurement strategies that support PM-level decision briefings and milestone decision reviews to release Request for Information (RFIs) and Requests for Proposals (RFPs). Attends contracts coordination meetings with THAAD and MDA representatives to identify issues impacting timely contract award, execution, and close-out. Reviews performance requirements ensuring contracts and agreements are in accordance with legal requirements and customer specifications. Structures contract terms and provisions to execute the acquisition and business strategy. Reviews data requirements lists and documents to ensure the efficient procurement and use of technical data. Provides contractual analysis of cost, schedule and performance approaches for TMRR, EMD, LRIP, FRP, and the O&S phases of the THAAD life cycle.

Qualifications

Excellent oral and written communication skills are required. Excellent knowledge, skills and abilities using Microsoft Office, PowerPoint, and Microsoft Project is required. Must possess an active Secret security clearance. Requires a Bachelor’s Degree in Business or an Engineering Field. A Master’s Degree in Acquisition or Project Management is preferred. Requires at least 10 years of specialized experience in acquisition, contracts, or procurement.
