The Program Performance and Senior Control Analyst will be responsible for projecting financial requirements in support of multiple mission at various points in the lifecycle. Cost estimating and analysis tasks encompass a wide range of comprehensive cost studies including cost estimates, cost analyses, program office estimates, affordability trades, architecture studies and statistical and heuristic risk analyses. Tasks also include independent technical evaluation of cost model input parameters, preparatory work to maintain an appropriate cost and technical database and development of cost estimating methods and tools.

Other responsibilities include:

Develop realistic life cycle cost estimates, cost analyses, budgetary support activities, trade studies, Agency source selections, and other special studies as required and associated documentation to support all work effort.

Develop and document the cost infrastructure and estimating processes that enables the CA and EVM Office to provide enhanced cost estimating support to Agency programs and organizations.

*

Identify areas for collection of data and/or development of methods that are needed to improve CA and EVM Office cost estimating methodologies and cost risk assessment techniques. Assist in the methods development, data collection effort, and documentation associated with each.

*

Maintain knowledge of state of the art technologies and their relationship to program costs.

*

Provide collection, organization, normalization, analysis, and documentation of cost, technical, and programmatic data related to a wide spectrum of space and ground systems.

*

Provide management, performance, and reporting of the following activities: data collection, database updates and maintenance, cost estimating methods development, and cost model development including risk analysis.

Provide advice and support for the improvement and documentation of CA and EVM Office cost methods.

Qualifications

Preferred Experience:

*

Must have experience developing and documenting a realistic Life Cycle Cost Estimate (LCCE) as an Independent Cost Estimate (ICE), Component Cost Analysis (CCA), or a Program Office Estimate (POE) within the DoD or similar Acquisition Framework.

*

The individual has developed a realistic LCCE for the purpose of an Acquisition Milestone Decision, Program Office budget build, or studies (Analysis of Alternatives (AoA) or Economic Analysis (EA)).

*

The individual has documented the estimate and the bases of the estimate (BOEs), and presented and defended the estimate to the program office and to other cost estimators.

*

The individual has experience with the development and analysis of a Cost Analysis Requirements Description (CARD) or an Intelligence Capability Baseline Description (ICBD). Performed research in the cost analysis field for the improvement of cost estimating methodologies to include but not limited to the development of cost factors, cost estimating relationship (CER), and risk analysis.

Experience:

Four (4) years of acquisition cost analysis experience (excluding EVM experience and cost performance report analysis experience) demonstrating progressively more responsible assignments and has managed or provided overall direction and leadership for the preparation of cost estimates/analysis.

Education:

* BS/BA degree with 18 semester hours in quantitative analysis courses. Four (4) additional years experience may be substituted for the BS/BA degree. Society of Cost Analysis (SCEA) certified.

* One (1) additional year experience may be substituted for the SCEA certification.

Security Clearance Requirement:

* NSA TS/SCI (full scope polygraph). The Government is allowing a Conditional Certification of SCI Access (CCA).
