Certification/Approval, Audit and Continued Oversight Ensure that all certification/approvals and audits are managed effectively in line with stipulated guidelines and issue relevant certificates/approvals and/or recommend for certification/approval, as per the Technical Authority Manual. Provide inputs into the process of developing the annual oversight (surveillance) program to ensure compliance with standards and regulations. Ensure timely and up to date data in Q-Pulse (auditing system) to ensure compliance with GCAA’s roles and functions. Ensure that investigations (e.g. ROSI) are carried out to determine the cause of incidents and prevent future occurrences and direct coordination with other disciplines (if necessary). Lead an audit team when carrying out audits involving multi-disciplinary audits on clients to ensure proper conduct of audit as per standards. Industry networking / forums / meetings Participate in regular internal and external meetings/forums related to Airworthiness/maintenance to facilitate stakeholder collaboration and to maintain an open channel of communication and discussion with stakeholders. Continuous Improvement Participate in the review and amendment of Safety Affairs Procedure Manual to improve and create efficient process and procedure of safety oversight, to ensure compliance with ever changing standards and regulation, technology and industry best practice. Contribute to the identification of opportunities for continuous improvement of section systems, policies, procedures, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement. Supervising/Mentoring Provide specialist advice on rules, regulations, best practice and other applicable guidance to GCAA external and internal clients. Supervise the development of safety regulation related to job area to ensure they meet national and international standards. Provide on-the-job training and coaching to subordinate inspectors to assist in their development program and maintain competence. Internal Surveillance Program of the Sector Implement corrective actions raised against the Department during internal surveillance program to ascertain alignment of Safety Affairs standards in line with international standards and continuous improvement. External Audits Conducted on Safety Affairs Support the administration of all auditing activities by external entities of Safety Affairs including ICAO, and IMS to ensure smooth and productive audit. Document Management Maintain a comprehensive record of relevant certification, reports, recommendations and general documents to ensure an accurate record and evidence base. Safety Policy / Safety Promotion and Culture Assist in providing input into the identification of Acceptable Levels of Safety performance (ALOSP) to ensure appropriate and achievable targets are set. Improve and implement safety promotion activities to disseminate and nurture a safety awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes to relevant rules, regulations and other aviation safety developments. Provide advice, guidance and recommendation to the relevant people in the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences/incidents/accidents. Policies, Systems, Processes and Procedures Assist the management in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations to foster the safe and orderly growth of UAE Civil Aviation. Implement Safety Affairs policies, systems, processes, and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality safety services to the UAE civil aviation industry in accordance with customer service standards. Safety, Quality and Environment within GCAA Ensure compliance with all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/services and a responsible environmental attitude as per IMS available standards. Change Management Implement the management of change through continuous improvement of functional systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans. The job holder reports to the Manager MRO or Manager Air Operators and CAMO and confers with the latter on critical and strategic issues The job holder is expected to implement the plans and strategies for Safety Affairs. The job holder is responsible for managing aviation safety surveillance, inspection, and certification programs in accordance with GCAA corporate objectives and aviation industry and ICAO requirements to ensure safe air transportation Key decisions having significant impact on the Safety Affairs function are referred to the Manager for approval before implementation The job holder and staff (if any) are to ensure that they work within the confines of the Technical Authority Manual. Knowledge and Experience: University degree in relevant aviation discipline or possess ICAO AME Licence 5 years suitable aircraft maintenance experience in aviation industry such as air carrier, maintenance organisation or military employment 3 years in airworthiness safety oversight with similar regulatory authority Have undergone training in Safety Management Systems and Quality Management System Have attended a recognised Auditing/inspection Techniques Course Good knowledge of ICAO SARPS, Chicago Convention, International Civil Aviation Law, UAE CARs and familiarity with EASA Rules and FARS Have extensive knowledge of specific regulatory area of specialism Understanding of GCAA aviation policies and regulation and values of vision, mission and guiding principles
