Overview

The Manager, OCC - Regulatory Compliance & Qualification plays an integral and significant role with substantial influence on the operation and airline. The Manager, OCC - Regulatory Compliance & Qualification is responsible to ensure the airline operation is managed in the most efficient, safe and cost-effective manner possible, while balancing multiple competing priorities. Assures day of airline network reliability and compliance with all applicable Federal Aviation Regulations (FARs), company policies, procedures, practices and contractual requirements in the management of the daily operation. Responsible for effective OCC response to irregular operations, incidents and emergencies. Advanced planning, strategic and tactical thinking are key skill-sets that the role requires to be successful. Ability to communicate and coordinate across organizations while supporting and building a positive, cohesive team-oriented environment is essential. Leads the OCC in a collaborative manner with a one-team approach, ensuring decisions are balanced and in-line with Spirit Airlines culture, vision and values.
This role has specialized responsibility of both operational and regulatory affairs leadership. The Manager, OCC - Regulatory Compliance & Qualification is responsible for the creation and maintenance of all operational publications, manuals and related documentation. Represents Spirit Airlines and partners closely with governmental aeronautical agencies, airlines and industry groups. responsibility and ownership for the administration of the Operations Control Manual (OCM) and the OCC’s Quality Assurance (QA) program. Ensuring the OCM is compliant with all applicable Federal Aviation Regulations. Additionally, responsible for ensuring that all OCM’s policies and procedures set a standard for world class safety, service and regulatory compliance.

The Manager, OCC - Regulatory Compliance & Qualification position serves both day of and departmental level functions including rotational opportunities throughout adjacent positions in the OCC, to include but not limited to, Flight Dispatch Manager, New Aircraft Delivery Flight Coordination, OCC Education and Instruction, special projects and a wide variety of operationally focused administrative tasks, projects and special assignments. Some of the special assignments can include domestic and international airport station visits and collaboration with suppliers, aeronautical governmental authorities, and other airlines. The rotational roles afforded to this position create the unique opportunity to gain considerable skill-set and airline operation experience in adjacent roles throughout the OCC that give the Manager, OCC a 360-degree view of the entire airline operation.

Responsibilities

* Leads and manages the OCC team to achieve operational reliability, compliance and sound economic decision making.
* Effectively manages a large team in a highly demanding, time sensitive and regulatory driven environment.
* Oversee Flight Dispatchers, Dispatch Shift Coordinators and others as assigned in the performance of their duties.
* Ensures OCC readiness for anticipated events including Day Of staffing level, Day Of workload assignments, and Day Of systems readiness.
* Provides leadership and guidance to the OCC to ensure all flights, cancellations, irregular operations, swaps and crew resources are managed effectively and in a pro-active manner.
* Identifies and analyzes ways to improve operational performance and costs, develops action plans, builds consensus and establishes or modifies OCC policies and advocate for changes to other departmental company policies.
* Ensures the OCC pro-actively implements strategic operational plans in advance of anticipated disruptions.
* Ensures prompt and effective tactical OCC response to unforeseen events.
* Ongoing development of playbooks, best practices and standardized communications.
In emergency situations coordinates the event ensuring safe operations, and initiates notification procedures of the proper authorities, company department heads, Corporate Communications, and other stakeholders.
* Initiates responses for all incidents and accidents, including determining the level of response and escalation.
* Manages diversions and other irregular ops to minimize impact to the greatest extent possible.
* Lead the OCC in decision making to maximize reliability and minimize delays and irregular operations.
* Responsible for the effective utilization of company resources.
* Maintain current knowledge of Federal Regulations and their interpretations as they pertain to the Operational Control of Spirit Airlines flights.
* Ensures tarmac rules are followed. Authorized to direct gate returns and the use of resources to avoid violations.
* Assists with management of fuel, monitoring of fuel policy and fuel compliance audits.
* Continually review fuel policies and planning strategies (i.e. cost index planning, random routing, alternate and contingency fuel use, etc.) to ensure safe, smart and economical fuel planning.
* Responsible to provide feedback to network planning and crew planning to insure operational perspectives and needs are accounted for.
* Promote an environment within the OCC that prioritizes safety, compliance, teamwork, inter-departmental coordination, cost efficiency and internal customer service.
* Ensures prompt and effective communication from the OCC to all internal and external Customers regarding operational decisions, OCC plans and Irregular operations.
* Authorized to cease airline operations when deemed necessary (selectively and broadly).
* Authorized to Direct, or override, pre-cancellations, metering plans, station reductions, and holds.
* Authorized to adjust day of OCC staffing (both OT and leave without pay).
* Adheres to and promotes the Spirit corporate vision and values.
* Ensures OCM is clear, concise, and provides direct safety, regulatory, and/or operational value.
* Ensures OCM sets a standard for world class safety and supports the same level of service for the Spirit Guests.
* Interfaces between manuals and workgroups are actioned proactively and in unison with all stakeholders.
* Responsible for OCM remaining relevant to operational safety, performance focus, and duty specific actions that provide a direct value to the team members and guests.
* Conducts internal audits and thorough review of industry standards, regulations, and feedback.
* Risk assesses and interfaces all changes with other manuals prior to implementation.
* Establishes and adheres to processes to ensure that all audit findings are risk assessed and prioritized for correction and implementation.
* Creates procedures and systems that can be performed correctly and consistently with clear and concise instructions.
* Documents and keeps current communication matrix to ensure that it is maintained to differentiate what information belongs in the OCM versus a read-file, training bulletin, or other communication.
* Manages the OCC’s Quality Assurance Program ensuring stakeholders understand any findings or feedback as well as any associated risks.
* Ensures that all audited areas work harmoniously and in partnership with the QA process and auditor(s).
* Works with corrective actions and auditor suggestions to promote safety culture and continuous improvement (Kaizen initiatives etc.)
* Ensures that all communications with OCC leadership are updated regularly and any trends identified, as well as their risks, are communicated with recommended corrective actions.
* Ensures that all audits are conducted with strict confidentiality, professionalism, and objectivity as deemed appropriate while adhering to all company and regulatory policies and procedures.
* Communicates positive feedback to recognize areas or improvements that are functioning well.
* May perform other responsibilities as assigned. Responsibilities and duties may change when circumstances dictate. (e.g. emergencies change in workload, rush jobs or technical developments.

Qualifications

* Bachelor’s degree in Aviation or related field, or equivalent experience
Possess either an FAA Aircraft Dispatch, FAA Commercial Pilot, or FAA Airframe and Power Plant license
* Self-directed and able to lead and coordinate a large, complex airline operations control center
* Strong communication skills and ability to interact successfully with various departments and government authorities
* Operational software knowledge: flight planning, flight following, aircraft performance, ACARS, aviation weather and a wide variety of other operational tools
* Ability and willingness to work non-standard hours, including occasional short notice work shifts
* Flexibility to work in a dynamic, fast paced 24 x 7 x 365 operation
* Strong computer skills, Microsoft Excel, Microsoft Word, Microsoft PowerPoint
