Director Engineering Facilities Management

Our client is looking to recruit a Director Engineering & Facilities Management to oversee a team of covering Soft and Hard Services, Help Desk function and Projects, Technical Records and Controls.  Reporting to the Head of Asset Facilities Management, the successful candidate must be able to demonstrate solid FM experience from within the aviation sector.  The responsibilities of this role are;

Soft Services Delivery

Oversee and be responsible for all Soft Services delivery and maintenance activities including:

• Cleaning
• Landscaping
• Waste Management & Disposal
• Pest Control
• Staff Catering
• Trolley Handling / Collection

Oversee the preparation of Soft Services contract documents including specifications, plans, and schedules

Oversee Soft Services issue resolution and suggest alternative solutions

Oversee Soft services suppliers adherence to relevant Quality documentation/records

Oversee Soft Services suppliers adherence to project safety regulations

Hard Services Delivery

Oversee and be responsible for all MEP, HVAC, and civils service delivery and maintenance activities including:

• Overseeing the activities of all electrical, mechanical, plumbing and drainage, HVAC, and civils suppliers
• Overseeing design options / solutions relating to hard services maintenance and make decisions  / suggest alternative solutions where appropriate
• Overseeing the scope review, budgeting and justification of MEP and HVAC change work orders
• Ensuring that MEP and HVAC suppliers provide and adhere to relevant Quality documentation/records
• Ensuring that MEP and HVAC suppliers adhere to project safety regulations
• Overseeing and managing the testing and commissioning of MEP equipment

Overseeing asset shutdowns and outages in relation to MEP and HVAC Service Delivery

Overseeing reliability engineering in relation to MEP and HVAC Service Delivery

Overseeing asset decommissioning when necessary / appropriate

Engineering Projects, Technical Records & Building Control

Oversee and approve the execution of minor capital projects, fit out and renovation works for all the client functions (up to value of AED 500,000*), which will be executed by external suppliers

Oversee approvals process for all engineering projects documentation including plans, specifications, risk register, and cost estimates

Oversee and approve proposals including project tender documents, project reports, studies, and other documentation

Ensure engineering project activities comply with AFM requirements and support overall project schedule, scope and budget

Oversee supplier conflict resolution

Develop and own the building control and approvals process onsite

Be final approver of building control and permit requests from onsite occupiers

Oversee technical records frameworks and systems

Own (in liaison with the client) all onsite technical records and data, and maintain master data set across relevant technology applications and systems

AFM Help Desk

Oversee AFM Help Desk operations to support consistent and effective AFM service onsite

Oversee AFM coordination within the Airport Operations Control Center (AOCC)

AFM PMO (Project Management Office)

Own and develop the AFM master programme and monitor implementation

Overseeing reliability engineering in relation to MEP and HVAC Service Delivery

Overseeing asset decommissioning when necessary / appropriate
