SUMMARY

Serves as a second in command supporting the Program Manager in the successful stand-up and execution of all program activities. Responsible for management of aircraft maintenance. Assists the Business Manager in observing contract compliance, producing CDRLs and reports, and liaising with the customer. Additionally, this Manager is responsible for the proper utilization, capability and accuracy of data within the Maintenance Information Systems. Such responsibility includes maintaining relevancy and adequacy of all program data and reporting capability.

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Reports to the Program Manager

* Supports a wide variety of program stand-up and execution activities in operational, managerial, administrative, and financial disciplines, among others, as directed by the Program Manager

* Supports submission of contractually required reports and other CDRLs

* Responsible for internal program metrics and financial/operational reporting

* Responsible for management and execution of program maintenance activities

* Oversees overall program aircraft maintenance performance supporting remanufacturing activities

* Serves as the secondary customer point for contact for the program

* Conduct weekly Site Manager meetings

* Facilitates periodic Program Management Review meetings with the customer

* Responsible for proper utilization, capability and accuracy of data within the Maintenance Information Systems

* Supports continuous improvement and standardization plans necessary to achieve program quality, delivery and cost targets at all program operating locations

* Anticipates problems and works to proactively mitigate them

* Manages and ensures compliance with Part 145 Repair Stations

* Responsible for maintaining configuration of aircraft using the customer or another system

* Ensures tasks are completed within estimated time frames and budget constraints

* Schedules and assigns duties to direct reports

* Provides daily supervision and direction to staff

* Monitors tasks and keeps Government leadership abreast of all problems and accomplishments

* Anticipate problems related to operational areas and environmental and human factors, and then determine contingency requirements and solutions

* Responsible for complying with all safety and health regulations – security protocols, OSHA and all applicable local safety standards, reporting & record keeping

* Responsible for all maintenance policies and procedures to include Foreign Object Debris Prevention, and Corrosion Control.

* Travel is required

* Position requires proof of US citizenship

* Position requires successful completion of DHS Background Investigation

* All other duties as assigned

Qualifications

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Required:

* Bachelor’s degree or fifteen (15) years related experience, or equivalent combination of education and experience

* Minimum of Ten (10) years of experience managing aircraft fleet maintenance.

* Current FAA issued Mechanic certificate with both Airframe & Powerplant ratings.

* Current FAA issued Inspection Authorization (IA) Certificate.

* Working knowledge of Federal Aviation Regulations.

* Previous experience with Part 145 Repair Stations.

Desired:

* Experience in fixed and rotary wing aircraft maintenance support, configuration management, and subcontract management.

* Experience with maintenance of DC-8, AS350, EC120, UH1H, and B300 aircraft.

PHYSICAL REQUIREMENTS

Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday. Must be able to see and hear or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.
