L3 MAS, located at Mirabel, (QC) is a part of the L3 Technologies Team. We are one of the leading Canadian providers of aircraft engineering, fleet management, and aircraft maintenance to government departments and agencies.

Our current program includes a wide spectrum of In-Service-Support activities in support of the CF-188 Hornet Aircraft through the CF-188 PAV OWSS contract and more specifically, the development and embodiment of on and off-aircraft structural modifications and repairs.

The scope of work for the Repair and Overhaul (R&O) project is:

* Effective management of flight control surface repair. Preliminary inspection, Cost Evaluation, Component Repair, Quality Assurance;

* Component Full Life repair which consists of giving back full Estimated Life Expectancy to the component;

* Ensure the timely delivery of safe Government Furnished Equipment; New Tooling Manufacturing, Aircraft Maintenance Support Equipment (AMSE) Arrestor Barrier System and surplus GFE Disposition;

* Forecast, procure or manufacture for the provision of (Accountable Advance Spares - AAS) required to support on aircraft type activities such as LEP CP3 Program as well as the component R&O type activities;

* Provide disposal actions for selected CF-18 aircraft and their associated components that have reached their fatigue life expended index (FLEI), and

* Management of subcontractors for Repair and Overhaul services including the Technical Investigation and Engineering Services.

This project is considered challenging, dynamic, and responsive to DND’s operational mandate and offers interaction with all spheres of L3 MAS support teams, thus promoting a sense of initiative and pro-active environment for a growing Project lead with constant access to a senior Project Manager.

The role:

The Project Lead is responsible to Lead the projects team effort during the preparation of the deliverables, in keeping with internal business processes (Project Management Methodology) applicable regulations, internal directives and procedures.

Responsibilities:

1- In close collaboration with the, Project Analyst and project teams, prepare the projects’ plans:

* Clarify work scope and maintain working knowledge of the applicable contract Statement of Work and associated specifications which define L-3 MAS’s obligations with respect to the work to be performed;

* Prepare the Work Breakdown Structure (WBS) and the WBS dictionary, in keeping with Work as described in the Customer’s Statement of Work;

* Identify and assess potential risk events and define mitigation plans and strategies;

* Prepare the project schedule and budget which allows project performance monitoring in keeping with earned value management (EVM) principles;

* Define key assumptions and constraints;

* Prepare and communicate Project Management Plan

2- Kick off the project, lead the project team throughout the execution of the project, and, Closely monitor adherence to approved project plans:

* Prepare and hold kick off meeting and authorize work package to start;

* Define Work Breakdown Structure (WBS), develop master schedule and prepare project global budget, and proceed with task authorization.

* Closely monitors schedule and budget performance

* Validate estimates in comparison with the contract deliverables.

* Define and implement, with the project team, corrective actions required to ensure achievement of the project objectives;

* Follow-up corrective actions to be taken, to ensure successful completion of the project.

* Review and secure approval for Change Proposals resulting from Customer required or Contractor proposed changes to contracted work scope;

* Manage risks: identify new potential risk events, assess potential impacts and implement mitigation plans;

* Prepare and follow project Communication Plan;

* Prepare, document and communicate project status to stakeholders via regular Weekly/Monthly Reviews, Weekly/Monthly Progress Reports and Internal Project Review Meeting;

* Facilitate meetings and workshops;

* Coordinate, plan and analyze the production resources requests.

* Ensure timely resolution of issues and conflicts;

* Manage project interfaces (input, output).

3- Lead project team through a project post-mortem and document lessons learned;

4- Promote continuous improvement initiatives and implementation of project management best practices.

Qualifications

* Bachelor degree in Business Administration or Engineering required;

* Between 5 and 7 years of related experience in the aerospace industry required;

* Minimum of experience in project management;

* Masters Degree in Project Management and/or PMP (Project Management Professional) or certification from the PMI (Project Management Institute), an asset;

* Excellent communication skills in both French and English.

* Eligible to obtain an Industrial Security Clearance to the level of NATO Secret 2 is required;

* Autonomy, judgment, reliability.
