We have an opportunity for a Program Analyst to support the CH-53E Training Systems team at PMA-261, NAS Patuxent River, MD. The CH-53E is the Marine Corps legacy Heavy Lift Helicopter and this position will support the procurement and sustainment of its associated training systems. Description

Performs program management, technical, or business analysis. Participates
as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT
directed business meetings. Collect, complete, organize and interpret technical data and financial
information relating to aircraft acquisition and product programs. Tracks program/project status
and schedules. Applies policies and procedures for financial planning.

• Utilize Microsoft SharePoint daily to collaborate with virtual team members to execute DD1423 Contract Data Requirements list reviews via workflow process.
• Demonstrated experience in utilization of Acquisition Management System tools of Common Spend Plan Tool and Procurement Management Tool to develop spend plans.
• Demonstrated ability to draft Statements of Work and procurement request to execute funds to Program Office Budget Financial Managers.

Qualifications

Education:
Bachelor’s Degree in a business, management or technical discipline

Experience:
Must have a minimum of eight (8) years of experience in program management, technical or business analysis discipline; and included in the eight (8) years, there must be three (3) years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements List, and DD 254. Demonstrated experience in the program/project status, earned value management and schedules.

Allowable Substitutions:
• An additional four (4) years of experience may be substituted for an Associate of Arts/Associate of Science (AA/AS).
• An Associate’s Degree and four (4) years of experience may be substituted for a Bachelor of Art/Bachelor of Science (BA/BS) or an additional eight (8) years of experience may be substituted for a BA/BS.

Desired Experience:

Experience in a NAVAIR Program Office. Familiarization with aviation training systems is desired, but not required. Must have possess a current U.S. government secret clearance.
