Subcontract Manager – Contingency Hire

GENERAL DUTIES AND RESPONSIBILITIES:

Subcontract Manager (BM) supports the overall Program Manager (PM) and Business Manager (BM) in all matters pertaining to successful subcontractor performance. These elements include but are not limited to:

* Invoice submittal, review, and payment for companies working in Alaska, Greenland, and elsewhere throughout the Arctic

* Support to Science Planning Manager (SPM) and Logistics Managers in preparing cost estimates that Principal Investigators (PIs) use as part of the grant requests to the National Science Foundation (NSF)

* Oversee electronic data systems

* Issues request for quotes (RFQs) from prospective subcontractors across Arctic

* Issues subcontracts

* Tracks subcontractor performance

* Coordinates with local vendors obtaining materials quotations, input on regulatory changes and emergency response

* Establishes and maintains daily interface with PM and subcontractors providing updates, status, reporting, issue identification/resolution

* Balances customer expectations with internal business goals

* Expand lists of potential vendors and subcontractors through electronic, telephonic, and in-persons meetings

QUALIFICATIONS - SKILLS REQUIREMENTS – EXPERIENCE LEVEL (ADDITIONAL NOTES):

EDUCATION / CERTIFICATIONS / EXPEREINCE / ABILITIES:

* Possess BS in business, management, or accounting from an accredited four-year college or university; MBA or advanced degrees preferable

EXPERIENCE

* 2-years’ demonstrated subcontract management experience on contract of $25 million/year or greater

* 2-years’ experience on contracts, subcontracts, grants and/or science projects

* 2-years’ working in scientific arena supporting PIs or serving as part of a PI team

* Experience working on projects utilizing civil, mechanical, and electrical and electronics engineering disciplines

* Excellent interpersonal and communication skills with documented supervisory experience

* Well-organized, results-oriented, energetic, team player with proven decision making ability

CERTIFICATIONS:

* Certification/membership from National Contract Management Association (NCMA) desirable

* Project Management Professional (PMP) certification desirable
