Major Duties

SUMMARY:

Provide leadership for site purchasing activities and other duties as assigned for the plant location(s) in order to maximize favorable impact on organization.

SCOPE/SUPERVISION AND INTERACTION:

Work with suppliers, business unit managers, purchasing, production planners, strategic commodity team and other appropriate resources to execute the required flow of materials and information from customers through procurement to warehouse. Matrix management responsibilities with business units and support groups for supplier quality and inventory functions. Provide direct leadership and/or management of Purchasing for plant location(s).

ESSENTIAL FUNCTIONS:

Lead and manage all procurement activities including order placement, supplier reduction/evaluation/certification, supplier management, price negotiation and compliance with government procurement regulations.

These activities need to help achieve division sales and return on net asset objectives and maintain 100% on-time customer deliveries. Matrix responsibilities for personnel involved with the MRP database to achieve and maintain a high degree of data accuracy, integrity, and ownership.

Utilize corporate developed tracking systems such as PHconnect, PFEP (plan for every part), and S& OP (sales and operations)- Accountable for location(s) materials metrics and Standards of Performance.

Help define and implement automated systems to plan and track material flow from suppliers through procurement to warehouse delivery to support a supply chain management strategy.

Ensure all the location(s) material management policies are consistent with the inventory control objectives of the Corporation.

Work closely with divisional materials personnel to maintain continuity with purchasing and supplier management processes.

Facilitate corporate purchasing and materials initiatives including common part numbers, supplier managed inventory, consolidated purchasing agreements, supplier reduction and supplier quality certifications.

Advise on supplier-managed inventory or supplier-based contracts with customers.

Support internal or external audit requirements relative to the procurement or inventory control functions.

Prepare and manage department budget within established guidelines.

Effectively create and sustain procurement to delivery material and system cost reduction programs.

Provide professional development for all procurement team members. Explain and support company policies and procedures.

Benchmark world class supplier management systems and implement best practices as appropriate.

Actively support and implement lean principles at the division.

Facilitate Kanban, materials requirement planning technique, throughout division.

JOB REQUIREMENTS:

DUE TO THE NATURE OF THE WORK PERFORMED, MUST BE A U.S. CITIZEN OR PERMANENT RESIDENT ALIEN.

B.A./B.S. degree in a related technical or business discipline or equivalent is required.

Professional level experience of six or more years and demonstrated ability to perform the described role and responsibilities and obtain the desired results.

Certification or a professional designation in a specialty area (e.g. APICS) may be required or preferred .

Proven competency in a team leader role for two or more years, and/or demonstrated leadership of major projects or programs in a team environment.

Thorough knowledge of products, manufacturing processes and technology, information systems, and/or specialty areas, and general business practices.

Demonstrated teamwork and team building skills in producing results and meeting organizational objectives. Capable of assessing and developing individual and team skills and capabilities. Able to create and maintain enthusiasm for new and challenging goals. Serve as a role model by promoting new ideas and positive change.
