SUMMARY: Directs, coordinates, and exercises functional authority for budgeting, planning, organization, control, integration, and completion of Repair Engineering activities. Responsible for directing Engineering staff to achieve accurate and timely completion of engineering, and for ensuring compliance with all appropriate regulatory, customer, and OEM requirements. The individual will lead activities of engineering staff to complete tasks accurately while maintaining responsiveness in order to maintain aircraft, component, and engineering program schedules. Other duties will include development of proposals, planning and hiring, and other Engineering Management tasks
ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties include the following items:

Interviews candidates, organizes and provide training for engineering staff in performance of their tasks and responsibilities. Conducts performance reviews and department corrective action.

Assesses requirements for the annual budget, establishes budget and manages expenses to meet the budget.

Controls departmental expenditures in compliance with overhead or project budgets.
*
Actively leads and participates on inter-departmental teams through Lean Operations activities.
*
Effectively develop and maintain strong working relationships with internal functional areas, ATS Sr. Leadership and customers, utilizing exceptional communication and coordination skills.
*
Plans, organizes and schedules staff to maintain responsiveness to internal and external customer requirements.
*
Manages consultant contracts for off-load of departmental workload.
*
Reviews product design for compliance with engineering principles, company standards, customer contract requirements, regulatory requirements, and other specifications.
*
Ensure that appropriate data acceptable to the FAA Administrator, or technical analysis for which FAA approval can be obtained, is used in developing modification engineering.

Interact with customer representatives, regulatory authorities, and manufacturers.
OTHER DUTIES AND RESPONSIBILITIES:
*
Perform other duties as assigned.

Provide assistance for the Repair/Liaison group, as required.
SUPERVISORY RESPONSIBILITY:
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include, but not limited to, interviewing and training; development of technical and leadership skills; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
SAFETY RESPONSIBILITY:
Carry out primary responsibility in educating, preventing and managing safety in the workplace. Duties shall include observing all company, health, safety and environmental rules, ensuring that employees are provided with full information on area specific safety orientation, identify all unique hazards, and provide employees with the proper equipment to carry out their jobs in a safe manner. Also, the entire work area must be routinely inspected so as to maintain a high standard of housekeeping and low incidence of physical hazards and all accidents must be promptly reported.

SKILLS AND KNOWLEDGE:

Ability to understand complex operations from a broad perspective.

Proficiency in computer spreadsheets, word processing, and presentation software.

Ability to create and maintain management tools useful for overseeing all aspects of the Modification Engineering group performance.
EDUCATION AND/OR EXPERIENCE:
*
BS degree in appropriate discipline, or equivalent technical training, MS preferred and a minimum of ten years of experience specifically related to the above job requirements.
*
Two years previous supervisory experience required.
PHYSICAL EFFORT AND DEXTERITY:
While performing the duties of this job, the employee will be required to sit; use their hands and arms; and talk or hear; and focus on objects close up. The employee will also be required to stand; walk; and stoop, kneel, crouch, or crawl.
The employee may be required to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
ENVIRONMENT:
Normal business office conditions generally prevail. The noise level is usually low. May occasionally work near moving mechanical parts in high, precarious places and/or may be exposed to fumes or airborne particles.
