Argo Aviation International are currently recruiting for Technology Development Manager / Deputy Head of Design CVE for a permanent position based in UAE.

The Technology Development Manager is responsible for management of technology development program including technology/product conception and project definition and development activities.

 

Responsibilities include, but are not limited to:

Manages Design and Repair Engineering Sections.

Supports the Head of Engineering Design with associated trades and topics including technical and nontechnical such as data production, testing, verification, analysis, coordination and management including design, development, manufacturing, testing and certification efforts.

Manages the design, development, testing and certification activities for new tools

Manages development of the certification activities for new special processes

Leads LRU (Line replacement unit) level engineering in technological improvement context (process, repair, manufacturing, test etc.) activities.

Develops technical, financial, resource, programmatic and content management plans for the section.

Liaises with OEM (Original equipment manufacturers) and suppliers as required

Ensures that the materials, processes and specifications used in the deliverables are fully compliant with aviation norms as applicable.

Prepares and follows training/development programs (PIP, CDP etc.) for all UAE staff in report line

Develops, plans and manages performance metrics and training programs for staff in the report line.

Establishes an effective internal/external communication and team environment to encourage teamwork, innovation, performance excellence and human values such as work ethic.

Ensures all tasks and deliverables are in full compliance with the applicable Company and Department policies and procedures, safety and airworthiness standards and requirements.

Establishes and evaluate employee performance standards and appraise as required. Supervise and guide the section’s staff members regarding productivity and efficiency

Meets Objectives, other responsibilities and KPI set by the Integrated Product Support Senior Manager.

Maintains regular contact with technical department of all customers to remain abreast of any technical difficulties that arise on the aircraft being supported.

Attends conferences, workshops, etc. as necessary to remain abreast of the technical advances in the field of aviation with respect to the customers’ aircraft

Stimulates subordinates and contribute to the identification of opportunities for continuous improvement of section systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement

Supervises the preparation of timely and accurate departmental MIS statements and reports to meet company and department requirements, policies and standards

Ensures compliance to all relevant safety, quality and environmental management procedures and

controls to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude

Recommends an optimum organization structure for the Engineering Management section so that

resources are optimally utilized and communication can take place in an efficient manner

Prepares budget and monitors financial performance versus the budget so that the business is aware of anticipated costs, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.

Manages full compliance with Audit, Risk and quality standards so that all employees satisfactorily meet and receive sign off from quality and Internal Audit requirements and investigations

Leads and manages the department by overseeing the staff’s performance, recruitment, training and development to ensure high levels of engagement and competence

Monitors and advises on departmental training needs and lead interactions with the HR function to

provide appropriate training provision so that all employees have the required user capability to enable delivery of functional/ departmental objectives.

 

 

Qualifications, Knowledge & Experience:

Bachelor’s degree in aeronautical, mechanical, avionics or similar engineering disciplines.

Program/Project management professional certification is a plus

Minimum 8 - 10 years of related experience with at least 5 years in the following areas; military aviation services, particularly in the military aircraft maintenance, repair environment and related overhaul programs, engineering changes/aircraft systems, modifications and other aircraft related engineering,

including; design, repair, modification certification, testing, etc. and similar development.

 

Professional Skills:

Strong knowledge of the MRO and military aviation business environment

Ability to conduct technical discussions on the Airframe engineering with customers, OEMs and

suppliers.

Must have experience with CAD, spreadsheets and data processing software

Possess extensive experience and expertise in the field of aircraft materials and structural engineering

Well informed and conversant in aircraft production control and planning procedures, quality assurance requirements and aircraft supply functions

Knowledgeable in design and analysis techniques (software/hardware) for fixed & rotary wing aircraft and familiar with the critical structural & mechanical systems, components for different types of aircraft

Good experience in project management – planning, execution, control & monitoring

Posses a high degree of professional maturity capable of providing technical direction or advice for the other functions which include Operations, SCM, QA and similar supervisory staff

Knowledge of Quality Management Systems (QMS), AS9110 and other globally accepted military/civilian aviation standards

Proficient in special software suits like AutoCAD, Simulink, Matlab, CATIA etc. if required to perform sectional deliverables, are a high plus

Good knowledge and understanding of airline maintenance and engineering operations.

Sound knowledge in broad aircraft systems.

Good knowledge on military and industrial standards

 

Successful candidates would receive a Married remuneration package to include, housing, flights and an above market basic salary.
