Description

Reporting to the Regional Director Airport, Passenger, Cargo and Security – Europe, the candidate will focus on addressing airport development/capacity enhancement programs in the region. The main role is to support the development and delivery of LHR Capital Investment Plan and consultation. The incumbent will also be responsible for all regional activities, initiatives, and targets related to LHR airport development and the costs associated.

Responsibilities

Promote, support and maintain an effective long-term strategy for Heathrow airport development: Understand CAA policy initiatives and engage as appropriate in related activities to benefit member airlines; develop and manage the Constructive Engagement process, in order to achieve Airlines Objectives, primarily for the next financial cycle and, as appropriate, beyond this period; explore acceptable solutions to the airlines and promote consensus (in particular, acceptable solutions are to be found for long-term Heathrow development master plan, airfield resilience and optimization, surface access issues and sustainability policy)

Engage with HAL, to develop major projects which meet airline requirements and provide value for money: appropriate and accurate data are to be proactively sought and, where necessary, "actively" challenged. This information is to be used to ensure airlines are informed of all aspects of a scheme, including all costs and benefits, to enable informed decision-making amongst the carriers; establish an agreed programme and priorities on key investment issues, incorporating terminal occupancy, connectivity, Government strategies and sustainability; develop a clear strategy for major projects on cost benchmarking, risk management, procurement process and operational impact; coordinate the program, identify obstacles and necessary strategies to overcome them.

Coordinate and manage the LACC process, including acting as meeting secretary: maintain and augment existing programs of communication and engagement with the community, HAL, and CAA, all to promote airline objectives; assemble, coordinate and promote airline views on major issues; manage the LACC meeting schedule, agenda, reports, etc. Identify problems, suggest solutions, improvements and update TOR procedures as necessary

Promote IATA views and perspectives with respect to London Airport planning: keep abreast of a reflect IATA positions, objectives and best practice; keep senior IATA management fully informed and involved as necessary;
contribute to an promote IATA initiatives, research input, commercial services, policy development, conferences, special programmes, etc as appropriate; provide expert support to airlines and engage constructively with airport owners/operators and authorities to ensure airport development and capital expenditure is demand driven, cost effective, prioritized and addresses airlines needs.

Qualifications and Skills

University degree or equivalent technical standard for an airport design engineer/architect; suitable experience may be considered in lieu of professional qualification;
Minimum of 10 years project management experience in airport planning, development and/or operation with airlines and airport authorities;
Knowledge about airport charges regulation and consultation processes;
Highly motivated with proven team work abilities;
A self-starter approach with ability to proactively engage with stakeholders and progress work goals;
Excellent communication skills with ability to influence senior stakeholder;
Experience in making clear presentations and preparing reports based on technical merits and facts;
Proficiency in Microsoft Office;
Fluent in both written and spoken English. Other languages would be an asset.
