STATEMENT OF PURPOSE

 

Provision of and management of the Air Traffic Control Services for Blackpool Airport in accordance with the regulatory authority requirements. Accountable for compliance with all regulatory requirements and for maintenance of the Air Navigation Services (ANSP) licence and responsible for the overall direction and supervision of ATC personnel and to recognise the importance of Human Factors ensuring staff are trained to meet requirements and able to assess and provide best practice guidance.

 

Blackpool Airport is owned by Blackpool Borough Council and is operated on their behalf by RCA. The Aerodrome and ANSP licences are in the name of RCA. The SATCO is employed by RCA and deployed to Blackpool Airport.

KEY RESPONSIBILITIES:

Main Activities:

 

  1. Being the nominated person for the provision of the Air Navigation Services at Blackpool Airport, in accordance with the Civil Aviation Authority (CAA) Certification.

 

  1. Programming and supervising the operation of ATC services.

 

  1. Rostering of ATC staff so as to provide a continuous watch system throughout Airport operational hours. Responsibility of rostering staff so as to provide a continuous watch system throughout Airport operational hours ensuring SRATCOH compliance.

 

  1. Ensuring that adequate resources are in place to maintain the operational integrity of the function to meet the demands of the business.

 

  1. Developing the ATC function towards the delivery of the Business Plan and optimising their contribution to the commercial success.

 

  1. Co-ordinating technical documentation as required by the Civil Aviation Authority.

 

  1. Undertaking regular reviews of established procedures, to ensure continued efficiency the unit, opportunities for improvement are optimised and regulatory compliance maintained.

 

  1. Liaison with the appropriate licensing Authority and the Airport Manager (via the Senior Air Traffic Engineer as necessary), to ensure that all navigational aids, airfield lighting, Airport manoeuvring surfaces and other equipment, operate efficiently and meet CAA requirements.

 

  1. Implementation of and ensuring the maintenance of systems for the reporting of and recording of daily traffic movements, weather data, AFTN messages and other information associated with the provision of an Air Traffic Control service.

 

  1. Plan and monitors Air Traffic Control staff training schemes.

 

  1. Maintain contact with external emergency services and the CAA and maintains currency with regard to statutory requirements and regulations appertaining to the Airport.

 

  1. Ensures the unit’s compliance with all aspects of the Health and Safety at Work Act, COSHH regulations, relevant CAA publications and the Aerodrome license.

 

  1. In addition to the duties and responsibilities listed, the postholder is required to perform other duties which reasonably correspond with the general characteristic of the post and are commensurate with the general level of the post.

 

  1. Ensuring maintenance of systems for the recording of daily traffic movements, weather data, teleprinter messages and other information associated with the provision of an Air Traffic Control service.

 

  1. Ensuring the unit’s compliance with all aspects of the Safety Management System and Health and Safety at Work Act, the Aerodrome Certificate, CAPs 728,730 and EASA regulations.

 

  1. Representing Blackpool Airport on ATC related projects on a strategic level; liaising with the Civil Aviation Authority and other related organisation as required.

 

  1. To be aware of and adhere to applicable rules, regulations, legislation and procedures e.g. SGAOL (Code of Conduct / Equal Opportunities Policy), national legislation (Data Protection).

 

  1. To maintain confidentiality of information acquired in the course of undertaking duties for the department.

 

  1. To be responsible for own continuing self-development, undertaking training as appropriate.
