The Air Safety & Flight Operations Manager will be responsible for providing guidance and direction for the planning, implementation and operation of the RSL Air Safety Management System (ASMS).
Additionally they will be responsible for ensuring that all Flight operations are conducted in a safe manner and within the Civil and Military regulatory framework.


The Air Safety & Flight Operations Manager will have access to Accountable Managers and appropriate senior and middle management on safety matters through the Air Safety Board and Airworthiness Executive Board for the execution of the ASMS and will be required to interact with operational personnel, senior managers and departmental heads throughout the organisation. Other contacts will be established at a working level as appropriate.

The Air Safety & Flight Operations Manager will be required to foster positive relationships with regulatory authorities, agencies and outside organisations and demonstrate excellent safety behaviour and attitude, adherence to regulatory practices and rules and promote effective safety reporting. They will need to build and maintain excellent working relationships and co-ordinate the organisation’s subordinate Safety Action and Flight Safety groups across the Air ISR business.

  1. Key Roles

  • Managing the ASMS implementation plan and promoting RSL’s positive Air Safety Culture
  • Performing/facilitating hazard identification and safety risk analysis
  • Developing and maintaining a record of all identified risks across the Air ISR business and ensuring that all risks are tolerable and ALARP
  • Continual monitoring of risks to ensure that no change of circumstance causes any risk to no longer be tolerable and ALARP
  • Conducting safety analysis and providing periodic reports on the organisation’s safety performance
  • Identifying any specific staff safety training requirements in support of the ASMS
  • To conduct safety audits, surveys and inspections of any aspect of the operation, and direct other areas to provide information
  • To conduct investigations of internal safety events in accordance with the procedures specified in the organisation’s safety management systems manual
  • Liaise with regulatory authorities on behalf of the organisation
  • Act as Flight Safety Officer and manage airfield safety meetings including liaison with airfield support services
  • Updating aircraft and flight planning documentation
  • Supporting pre-flight planning (NOTAMS, weather, airspace and airfield bookings etc.) and submitting pre-notes and flight plans
  • Monitoring of weather, diversions and radios during Raytheon aircraft flying operations acting as Flight Supervisor and liaison for Emergency Arrangements
  • Ensuring Flight Ops Manuals and Expositions are maintained in line with the latest regulatory requirements
  • Managing Pilot currencies and Flight Crew training to ensure regulatory requirements are maintained
  • Acting as the focal point for equipment and training requisitions through approved supplier and other internal departments as required
  • Reviewing and maintaining Flight Test records and safety documentation.

Qualifications
Attributes and qualifications include:

  • Broad operational knowledge and experience in the functions of the organisation (e.g. training management, aircraft operations, air traffic management, aerodrome operations and maintenance organisation management)
  • Sound knowledge of safety management principles and practices, preferably with completion of a recognised SMS course
  • Experience of flight operations within the UK Military Aviation regulated environment
  • Good written and verbal communication skills and computer literacy
  • Being responsible for providing information and advice to senior management and to the Accountable Manager on matters relating to safe operations so tact, diplomacy and a high degree of integrity are prerequisites
  • Ability to relate to people at all levels, both inside and outside the organisation
  • Flexibility to undertake assignments with little or no notice, and if required outside normal working hours
  • Ability to cope with changing circumstances and situations with little supervision. The safety manager acts independently of other managers within the organisation
  • Good analytical skills
  • Leadership skills and an authoritative approach
  • Worthy of respect from peers and management
