Within the Network Manager, the NMD/SC/SCC Unit coordinates all Network Management work in the areas of Surveillance and Code Management to improve the operation of the network in terms of capacity, safety and cost-efficiency. SCC enables network performance by ensuring the good operation of surveillance systems within ATM infrastructure already deployed in Europe.  A necessary part of this is managing the scarce resources used - such as Interrogator codes and 1030/1090 MHz RF band.  By monitoring the interoperability between aircraft avionics and ground surveillance systems SCC staff analyse data recordings for their correct functioning.  Any detected issues and anomalies are resolved to maintain a safe and efficient network.  

SCC provides services to NM users and member states by providing unique surveillance expertise that could not be maintained in each State. SCC also supports the evolution and modernisation of surveillance, assesses new systems from an NM perspective, and contributes in the development of standards, such as for ADS-B, WAM and MSPSR.

EUROCONTROL is currently recruiting a Surveillance Expert in Avionics and 1030/1090 MHz RF Analysis to be based in Brussels, Belgium.

Job Description

As part of the NMD/SC/SCC Unit, your will identify, analyse and support avionics anomaly rectification in coordination with aircraft and avionics manufacturers and National regulators, EASA and non-European countries. To this end your main tasks will include:

  • Performing 1030/1090 MHz RF measurement

  • Performing analyses of 1030/1090 recordings and determining the issues with possible impacts on the network efficiency

  • Managing the complete life cycle of external contracts to develop and maintain the tools used to perform surveillance functional performance analyses and 1030/1090 MHz RF analyses (specification, procurement process; software lifecycle review, delivery of support)

  • Providing reports, studies, working papers, presentations and technical recommendations as required, on surveillance avionics issues and 1030/1090MHz RF environment issues for internal and external use

  • Proposing and contributing to the development of new 1030 MHz management processes to manage transmissions on 1030 MHz or to comply with regulation

  • Defining measurement methodologies and agreeing on them with external stakeholders (e.g. FAA) to enable comparable results

  • Providing surveillance avionics expertise and 1030/1090 MHz analysis expertise to internal customers, external standardisation bodies and SESAR projects

  • Supporting surveillance implementation and modernisation activity

  • Performing any other task in line with the main purpose of the job

Profile Requirements

You have completed university studies of 4 years in a relevant domain (e.g. engineering, aviation, ATM) and a minimum of 4 years of relevant experience including surveillance technologies (including ADS-B, Mode S), surveillance avionics and RF installation/measurements.

To be successful in this role you also have:

  • Understanding in 1030/1090 MHz frequency analysis

  • Understanding in ATM communication systems (e.g. analogue and digital modulation)

  • Proficiency in using Excel.

  • Communication and influencing skills

  • Analytical thinking and Planning & Organising skills

  • Result focus

  • Ability to work in a multinational and multicultural environment.

  • Thorough level of English and intermediate knowledge of French (working languages of the Agency)
