Key Accountabilities

Reporting to the Manager, Supplier Management and Sourcing Operations, this position is responsible for supporting the Contract/Supplier Relationship Management Centre of Excellence, providing support to the business lines as a subject matter expert in contract/supplier management. The successful incumbent will be primarily responsible for managing the Contract/Supplier Management Application and maintaining the Contract Management database.

* Conduct spend data analyses used to develop category strategies and establish cost baseline for sourcing events

* Assist with the implementation of continuous improvements to streamline spend analysis processes as well as monitor and make recommendations to management on compliance relating to Contract Management policies and procedures

* Provide input and data analysis on requisition and payment processes, spend management and benefits capture to aid in strategy development, assisting with the development and maintenance of sourcing policies and procedures as required

* Conduct research and stay current on contract management, supplier relationship management and spend analysis best practices

* Continuously improve sourcing operations by utilizing and understanding best practices, lessons learned and industry trends by participating in industry associations

* Build and foster relationships with internal stakeholders and suppliers to provide advice and recommendations and seek out opportunities and work amongst the various stakeholders, ensuring they are engaged

* In conjunction with the Manager Sourcing Operations, align and consult with internal customers, Finance and Strategic Sourcing to understand baseline targets to develop an agreed method of measuring and defining savings, value and other category metrics

* Provide on‐demand analysis for contract management and supplier relationship management

* Provide support in the creation of Category Playbooks and Category Strategy Play Cards

* Gather and analyze pertinent data including current spend, purchasing behavior, supply market intelligence, benchmarks and supplier performance data and maintain supplier scorecards

* Synthesize complex data into concise deliverables and present findings to management

* Provide fact‐based insights and analysis on existing supply base and maintain supplier database in Oracle

* Develop benchmarks and scorecards to be used for continuous improvement of the strategic sourcing operations at the GTAA

* Identify improvement areas, make recommendations and prepare solutions to CM processes, tools and templates for internal stakeholders/end‐users

* Manage contract templates and the internal portal to ensure it is consistent and updated

* Assist with Procure to Pay systems (P2P) Technology roadmap

* Assist with the evolution and documentation of the process and flow needed to improve contract management and collaboration, including the organization and administration of records and data in an electronic format to meet needs

* Support Contract Managers in developing individual Contract Management Plan

* Support and make recommendations in the development of key performance indicators (KPI) to measure, control and benchmark all activities performed in the business unit including creation of recurring metric reports to measure the success of Strategic Sourcing

* Read and extract the deliverables and obligations from contracts and update the system and set alerts to help stakeholders manage contracts effectively

* Support in the development on processes and governance by way of creating flow charts, process improvement recommendations, dashboard maintenance, monthly reporting analysis, in partnership with all staff in Strategic Sourcing, Corporate Risk, Accounts Payable and internal stakeholders to ensure maximum value is delivered by these supplier relationships including service delivery, risk management, performance management and cost savings

* Manage the Contract Management Application and ensure the contract management database is maintained current through regular audits and provide user training when required

* Assist with the biannual review of policy documents and complete special projects as assigned

Qualifications

* College diploma or university degree with a specialization in Business Management, Contract Law, Supply Management or another related field

* Minimum 2 years’ professional experience in procurement, contract/subcontract management, supply chain management or equivalent required

* Minimum 1 year of procurement related experience required

* Valid G or G2 Provincial driver’s license required

* Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities

* Proven technical proficiency with relevant P2P systems, analytical tools and Microsoft Products (Excel, Access, PowerPoint, MS Project) with the ability to learn and work with different applications

* Possesses strong organizational and planning skills with a strong attention to detail

* Self‐motivated and driven for results with flexibility and adaptability to changing priorities

* Demonstrated skills and experience in manipulating and interpreting data, identifying trends and patterns, establishing priorities, pro‐actively solving problems and providing value added spend reporting

* In‐depth knowledge of contract management principles and best practices with an understanding of standard contractual terms and conditions and working knowledge of contract law

* Critical thinking and decision making skills with a strategic mindset and problem solving capabilities

* Ability to present information clearly and effectively with the ability to assess the audience and prepare presentations accordingly

* Excellent communication skills (verbal and written) and project management skills

* Exceptional interpersonal skills with demonstrated ability to work with others effectively and has the ability to collaborate with multiple business units and functional partners

* Change management skills and ability to take varying approaches

* Strong client relationship, engagement and influencing skills with internal stakeholders and other supporting business units

* Well‐developed ability to interpret complex issues and communicate possible resolutions in a clear, concise and articulate manner, both written and orally

* Ability to develop, implement and modify methods and procedures according to GTAA quality management principles
