POSITION SUMMARY
The Jacksonville Site Supply Chain Manager is responsible for developing and managing the direction and daily activities of the site’s materials and services with the focus on people, organization and processes. This includes sourcing and procurement, materials management (Planning/Scheduling), customer strategic forecasting/order entry, complete follow through the manufacturing/processing cycle, reducing and managing inventory and ensuring timely logistical processing of product. This position will be responsible for managing difficult production schedules, obtaining the best value and price for materials and services and ensuring superior performance to the master production schedule to achieve continuous production flow. Responsible for embracing and driving lean enterprise systems throughout the site supply chain.

ESSENTIAL FUNCTIONS
1. Identifying, initiating, and leading projects to improve service, quality, and operational performance.

2. Proactively evaluate current processes and systems to identify continuous improvement opportunities within the extended value stream and develop and implement best practices in supply chain disciplines.

3. Manages and reviews inputs (Sales, Operations, and Inventory Planning process (SOIP), cycle counting, physical inventory, profit planning) and controls (min./max. levels, lead times, etc.) of the ordering process to ensure that inventory levels (purchase parts, WIP, finished goods, consignment, in-transit etc.) to meet division and corporate expectations

4. Maintains optimum inventory levels to ensure on-time deliveries to meet customer requirements while maximizing turns, minimizing carrying costs and premium transportation charges

5. An in-depth knowledge and understanding of manufacturing processes and hands on experience and knowledge of MRP systems, planning and executions, supply chain management practices, bills of material, and knowledge of material control scheduling.

ADDITIONAL FUNCTIONS
1. Identifies and recommends potential suppliers by researching parts, equipment, machinery, services, and materials availability. Develops potential bidder’s lists and initiates formal requests for quotation or proposal. Prepares statements of work for items proposed for procurement.

2. Analyzes quotes and/or proposals and selects suppliers based on best overall value for assigned commodities. Negotiates price, delivery, quality and service for a variety of highly complex or technical materials, supplies or services. Develops long-term agreements (LTA) alternatives based on estimated cost savings. Evaluates bids for standard and non-standard items and develops alternate sources of supply.

3. Negotiates final terms and conditions of purchase, awards and administers the procurement contract to conclusion.

4. Maintains accurate lead times for assigned commodities and outside processing services. Purchases parts, equipment, and materials by preparing and submitting purchase orders with approved suppliers.

5. Individually, or as the leader, conducts supplier evaluations. Targets key suppliers and develops necessary performance improvement plans to meet certification requirements.

6. Monitors and evaluates supplier performance and ability to meet all company, government, or "prime contractor" procurement requirements. Ensures that pertinent technical and quality issues receive adequate attention. Determines and implements corrective actions to resolve issues, including impending supplier failure to fulfill contractual agreements that may delay production or delivery.

7. Negotiates and settles damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes with suppliers. Resolves shipment quality discrepancies by mediating supplier/manufacturing issues. Facilitates inspections, substitutions, and standardization by arranging and participating in conferences between suppliers and company personnel.

8. Identifies a variety of raw material and component requirements for production from engineering and production specifications and schedules of diverse or difficult scope and complexity. Coordinates material movements between internal work and storage areas and/or outside suppliers to ensure materials are available as needed.

10. Prepares work orders or purchase requests for the production, outside processing, or purchase of components or parts based on a master production schedule, shop load, and inventory level objectives. Confirms materials supply and production demands; advises management of the status of work in progress

11. Coordinates cross-functional activities with Quality Assurance, Manufacturing, Purchasing, Engineering, Inventory Control, Shipping/Receiving, and Contract Administration to ensure a smooth flow of materials through the production process.

12. Applies continuous improvement techniques and methods to internal processes and systems. Proposes changes in methods and/or materials and recommends any appropriate actions to minimize loss, reduce inventory, and/or increase inventory turnover. May lead or be assigned to a special project team.

13. Prepares comparative analysis and complex reports by collecting, analyzing, and summarizing information and trends.

14. Maintains professional and technical knowledge by attending educational workshops, reviewing technical or trade publications, establishing industry networks, and/or participating in professional associations.

15. Complies with federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions. Complies with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.

16. May provide leadership to others and acts as prime contact on high level projects. Establishes goals and objectives required to complete projects. Trains and mentors less experienced employees. Contributes to team effort by accomplishing related results as needed. Work assignments may include cross-functional or project team responsibilities (e.g. continuous improvement).

Job Requirements:
QUALIFICATIONS
Education and Experience
Bachelor’s degree (BA) required. Knowledge of manufacturing operation that would be obtained through a Bachelor’s degree in a manufacturing-related business or engineering and progressive career experience. An M.B.A., an advanced technical degree, or professional designation may be preferred. APICS, NAPM, or CPM certification preferred.
Six or more years of professional experience, including two or more years of increasing responsibility and overall leadership of projects and teams within manufacturing operations and/or Supply Chain. Demonstrated ability to perform described role and responsibilities and obtain the desired results.
Demonstrated teamwork and team building skills in producing results and meeting organizational objectives. Capable of assessing and developing individual and team skills and areas of improvement. Able to create and maintain enthusiasm for new and challenging goals. Serve as a role model by promoting new ideas, positive change, and willing to go the extra mile.
Current knowledge of manufacturing technology, productivity and quality measurements, and material/planning systems requiring continual review of methods to optimize productivity.

Knowledge, Skills and Abilities

Thorough knowledge of key purchasing, manufacturing resource planning, and negotiating methods, principles and concepts and general business operations. Knowledge of legal and regulatory requirements related to procurement, quality, or production control. Ability to effectively assess and implement continuous improvement methods (e.g. pull systems, JIT, Kanban, PFEP). Proficient in standard business application software and specialized purchasing and/or materials systems (e.g. electronic data interface (EDI) or manufacturing resource planning (MRP) systems). Ability to analyze and interpret policies and recommend changes to procedures. Ability to solve a wide range of difficult problems in imaginative and practical ways and evaluate alternative solutions that may require coordination across multiple teams. Ability to establish goals and objectives to complete projects. Ability to effectively communicate and present information to suppliers, team members, team leaders, and top management. Ability to respond to significant inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to effectively demonstrate team member competencies and participate in goal-setting, performance feedback, and self-development activities.

The employee is occasionally required to stand and walk. Specific vision abilities required by this job include close vision. Also expected of the employee is regular attendance, the ability to work cooperatively and professionally with others and members of the public, and the ability to manage multiple tasks at once. Overnight, long distance travel may be required, based on the individual needs of the position.
