ZENETEX specializes in management and technology support services for a variety of federal agencies and commercial organizations. We have an opportunity for a Senior Program Analyst located in Patuxent River MD. The candidate shall be a team member working on a customer site at Naval Air Station Patuxent River providing technical support and evaluation of F/A avionic systems integration, modeling and simulation (M&S) analysis, and test planning, execution, analysis, and reporting support. Primary Duties and Responsibilities * Oversee Contractor Support Services (CSS) personnel, coordinate, and sustain daily test team activity among a government, military, and contractor personnel. * Partner across the larger project team to improve overall development and execution of test programs and/or projects. Conduct liaison activities between program management to improve initiative and strategic plans. * Participate as a member of and/or support the overall Program and Integrated Product Teams (IPTs). * Provide support of a common infrastructure (e.g., telephones, computer, audio-visual equipment, personal digital assistants, etc.), strategic planning and database management. Coordinate with facilities for physical infrastructure and personnel seat relocation, and coordinate with Navy/Marine Corps Intranet (NMCI), and any follow-on Government-directed intranet. * Collect/track completed daily test cards and reports provide to the PMO and the overall test team on test completion status/schedule. * Prepare presentation material, photographic and other graphic services for technical presentations to the test team. * Manage all program management functions of the contract. * Attend, develop briefs/update briefs for monthly Acquisition Oversight Council (AOCs), other briefings such as “should cost briefs”, Security Test Plans (STPs), and Concept of Operation (CONOPS). Education and Experience Requirements * Bachelor’s degree in a technical, business, or management field or equivalent experience. * Five (5) years of business / management/development / integration experience with military weapon systems, test, and/or operations. Appropriate educational background may be substituted for this experience. * Two (2) years of current experience preparing project budgets. * Two (2) years of current experience in analyzing and preparing acquisition documentation. * Knowledge and capability in developing DoD systems acquisition requirements, documentation development, financial and/or technical requirements. * Knowledge and capability in planning, management, budgeting, coordinating technical requirements, and contract requirements. * Experience in developing briefs and documentation for senior leadership, DoD and/or service program acquisition, Congressional and/or financial reviews. * Experience in Military Interdepartmental Procurement Requests (MIPRs), and Earned Value Management (EVM), and schedules. * Experience preparing Statements of Work (SOWs) for technical and administrative contractor support. Security Clearance * This position will require U.S. citizenship and the ability to obtain and maintain a DoD Top Secret/SCI security clearance.
