Key Accountabilities

Reporting to the Manager, Land Use Planning – Airport Planning, Strategy and Growth Department, this position is responsible for providing comprehensive strategic and technical Land Use policy and Airport Zoning Regulations analysis and implementation, as well as Land Use planning services leading to creation of short, medium and long term airport facilities development plans in support of strategies and programs led by Airport Planning Division. The Senior Land Use Planning/GIS Analyst, will conduct reviews and provide recommendations on requests for new facilities siting using land allocation framework consisting of operational, economic and land requirement criteria. This position is also responsible for development and maintenance of Airport Planning GIS; defining its functionality, architecture, software and database components, as well as providing system customization and data development to serve requests for spatial analysis from Airport Planning staff.

* Takes a leading role in design, development and maintenance of Airport Planning GIS; designing system functionality requirements, architecture, software tools and database(s) for airport’s Land Use Allocation Framework

* Liaise with Information Technology and Airport Development and Technical Services department champions, driving change management and engagement activities related to the use of GIS by Land Use Planning staff

* Performs Airport Planning GIS database management tasks, including spatial database design, data updates and maintenance using various software tools including data transformation scripts

* Provides GIS analyses in areas of: facility siting, airport zoning, land use allocation and aircraft noise impacts on surrounding communities

* Researches new methods in spatial analyses and spatial data sources

* Supervises consultants working on Airport Planning GIS development projects, spatial analyses and database design

* Provides leadership in Airport Planning GIS integration with enterprise system

* Cooperates with municipal counterparts in negotiating spatial data exchange agreements and methods of spatial data integration procedures to support GTAA’s function as commenting agency for land use development review in vicinity of the airport

* Reviews and provides recommendations on requests for new facilities on GTAA properties to determine site requirements, and analyzes those requests using land use assessment framework consisting of: operational requirements, economic value and impacts on flow

* Develops facilities siting concepts, preliminary site plans and coordinates/consults them with internal stakeholders

* Prepares terms of reference for required Land Use planning studies, liaising and overseeing consultants

* Provides verbal and written information and liaises with GTAA Legal and other outside interests on airport zoning and land use information for lands off GTAA property (e.g. land use restrictions in the vicinity of airport). Responsibility includes development/maintenance of databases/files for airport zoning, off-airport development mapping data and GTAA land use policies

* Prepares recommendations for GTAA policies and background information on land use planning issues in the vicinity of the airport including policy consideration regarding land use compatibility and noise-sensitive developments

* Produces briefing notes and correspondence for senior management information. This includes undertaking research and analysis leading to recommendations on a given issue

Qualifications

* Education: Bachelor’s Degree in Surveying Science, Urban Planning, Geography, or comparable education and experience

* Possession of Ontario Land Surveyors Association’s: Ontario Land Surveyor (OLS) license or Ontario Land Information Professional (OLIP)/Geographic Information Manager (GIM) certificate(s) preferred

* Possession of Ontario Professional Planner Institute: Registered Professional Planner (RPP) license a plus

* 5-10 years of experience within Airport, Municipal, Provincial or Federal Planning environment with demonstrable track record of GIS development and analysis

* Must be able to obtain and retain Transportation Security Clearance at the designated level for the position

Knowledge, Skills and Abilities

* Working knowledge of laws, regulations and policies (e.g. Airport Zoning Regulations, Planning Act, Nav Canada and Transport Canada design standards and best practices, Provincial Policy Statement, Official Plans and Zoning By-Laws of neighboring municipalities) and their application to airport land use and development plans

* Highly developed computer skills including demonstrated and proven experience in the use of leading GIS software such as ArcGIS and/or GeoMedia Professional

* Expertise in design and implementation of spatial databases including ESRI geodatabases, MS SQL Server Spatial and Oracle Spatial

* Experience in design and development of GIS applications using one or more of following: ArcGIS Javascript API, and ArcObjects

* Proven experience in the development and implementation of mobile, desktop and web applications using some or all: ASP.NET, C#.NET, Python, HTML and/or Java script

* Advanced working knowledge of data manipulation software such as Feature Manipulation Engine (FME).

* Excellent communication, presentation and effective negotiation skills
