Overview

An exciting opportunity has arisen within the Asset Management and Development (amd) business unit of daa. The Senior Cost Manager is a managerial appointment, which will assume responsibility for the cost management and reporting of a wide portfolio of commercial building and airfield Infrastructure projects.

Reporting to the Head of Project Controls, the Senior Cost Manager will provide authoritative advice and expertise in relation to cost management, across a broad range of infrastructure projects including, civils, mechanical, electrical and building works. Individual project budgets range from €250k up to €100m with typical spend profiles of circa €100m annually, across a portfolio of 50+ infrastructure projects.

The successful candidate will take an active role in the development of the next capital investment programme 2020–2024, which is due to be prepared and submitted to the Civil Aviation Regulator during 2018 for determination during 2019. Qualifications

* Hold a third level qualification at degree level or above, ideally in Quantity Surveying or related discipline.
* Chartered Status with the RICS, CIOB, RIBA, ICE or other equivalent institution is preferred
* Ability to manage a team located across multiple sites while ensuring that all cost management tasks are conducted in a timely and accurate manner.
* Proficient in MS Office (all packages) and knowledge of project financial and cost management systems
* Strong commercial and financial awareness including monitoring and co-ordination of budget
* Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications.
* An ability to develop strong team participation.
* Excellent written and verbal communication skills with strong analytical ability
* Strong ability to multitask, prioritize, and work well under pressure to meet established deadlines
* Well-developed interpersonal and communication skills are key along with high personal motivation and energy.
* Strong experience of delivering technically complex projects in the Commercial sectors and/or engineering sectors.
* Experience of working in a comparable consultancy environment, or with a client or contractor organisation.
* Good understanding of project governance and procurement processes.
* Ability to develop long term relationships with all team members, and effectively balance people and processes.
* Previous experience of managing internal resources including mentoring of more junior staff members.

Responsibilities

* Management of the Internal QS team as well as the 3rd party cost consultants on all capital projects.
* Work with the Project Management and Project Controls teams to implement appropriate cost management procedures on all minor works projects.
* Assume responsibility for project cost reporting across the capital programme and throughout daa including weekly, monthly and annual cost reporting and expenditure forecasting.
* Work with IT and Finance departments in improving financial reporting systems and identifying business process improvements in cost management area generally.
* Ensure that the daa achieves optimum value for money in the procurement and delivery of the capital programme.
* Manage and develop the human resources (internal and external) engaged in cost management activities including resource planning, staff performance management and managing external consultants.
* Liaise with the Estimating Manager, Risk Manager, Programme Manager, Design Team Leads and relevant Project/Programme Managers in developing and managing the cost management function.
* Develop and maintain the processes, systems and administrative procedures necessary to support the timely and accurate dissemination of cost reports, across daa.
* Foster relationships with the supply chain and wider industry including contractors, consultants, suppliers and professional bodies.
* Contribute to the management of the Project Controls function and the amd business unit generally including participating in team and cross-functional improvement initiatives.
* Effectively manage and communicate with all stakeholders in the cost management process.
* Oversee the ongoing development and maintenance of an effective Change Management process
* Provide authoritative advice and expertise in relation to contentious claims and disputes that may arise on construction and consultancy contracts
* Provide input to the resolution of contractual disputes
* Hold Monthly Project Reviews to ensure that all major projects are being managed effectively from a cost management perspective
* Take a proactive approach to the implementation of relevant business systems and processes to enhance the efficiency of the business
* Work with the Head of Project Controls to ensure the implementation of new key process changes and interventions
* Prepare all weekly and monthly cost reporting across amd capital projects
