National Civil Aviation Facilitation Programme responsibilities Contribute in ensuring and maintain consistency between the National Civil Aviation Facilitation Programme (NCAFALP) and the National Civil Aviation Security Programme (NCASP), and other relevant documents. Assist the coordination of the National Civil Aviation Facilitation Programme (NCAFALP). Assist in the ensuring compliance with Annex 9 Facilitation SARPs and where necessary identify differences for the notification to ICAO. Assist in ensuring effective facilitation of the entry and departure of aircraft, crew, passenger and cargo at airports without compromise of appropriate security requirements. Assist in the development and review of facilitation documents and policy. Undertaking other matters related to civil aviation facilitation as assigned by the line manager. Continuous Improvement Contribute and participate in the development implementation and maintenance of the National Civil Aviation Security Quality Control Programme (NCASQCP) to determine the level of compliance with, and to validate the effectiveness of, the National Civil Aviation Security Programme. Contribute and participate in the review and development of National Civil Aviation Security Policy, Civil Aviation Regulations, National Civil Aviation Security Programmes, National Civil Aviation Facilitation Programme (NCAFLAP) and other national security and facilitation requirements to ensure compliance with ICAO Annex 17 – Security, Annex 9 – Facilitation Standards and Recommended Practices. Provide senior expertise, guidance, and information to colleagues pertaining to Oversight and Inspection policy, procedures and techniques. Internal Surveillance Programme of the Sector Implement corrective actions raised against the sectors under the internal surveillance programme to ascertain with international standards and continuous improvements. External Audits conducted on Security Affairs Support the administration of activities by external entities on request Safety, Quality and Environment Ensure compliance with all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality service. Personnel development Perform additional tasks as requested by the management to achieve Security Affairs objectives/commitments. Document Management Maintain records of relevant reports, certifications and general correspondence to ensure proper document management. Reports Contribute towards the preparation of reports (or any other assigned) to ensure accuracy, delivery and compliance with Security Affairs objectives/commitments. Knowledge and Experience: Preferably a degree from a University/College or professional qualification in aviation security and facilitation Working knowledge of international and national aviation security and facilitation legislation, regulations, policies, practices and procedures Understanding of national aviation security and facilitation policy and application to regulated parties and concerned agencies Good technical knowledge of facilitation requirements, airport operations, threat assessment and application Knowledge of security technologies and techniques At least 7 years’ relevant work experience in aviation security and facilitation.
