At this level, initial assignments are designed to expand practical experience in applying systems analysis techniques and procedures. This Analyst provides several phases of the required systems analysis where the nature of the system is predetermined, uses established fact-finding approaches, knowledge of pertinent work processes and procedures, and familiarity with related computer programming practices, system software, and computer equipment

This Worker carries out fact finding and analyses as assigned, (usually of a single activity or a routine problem); applies established procedures where the nature of the system, feasibility, computer equipment and programming language have already been decided; may assist a higher level systems analyst by preparing the detailed specifications required by a computer programmers from information developed by the higher level analyst, and may research routine user problems and solve them by modifying the existing system when the solutions follow clear precedents. When cost and deadline estimates are required, results receive closer review. The supervisor defines objectives, priorities, and deadlines. Incumbents work independently; adapt guides to specific situations; resolve problems and deviations according to established practices; and obtain advice where precedents are unclear or not available. Completed work is reviewed for conformance to requirements, timeliness, and efficiency.

The essential functions include, but are not limited to the following duties. The incumbent will be required to perform all duties/tasks within the job classification.

• Must be a self-starter and able to work on own with minimal supervision

• Provides technical support including troubleshooting and implementing solutions in a high pressured environment

• Must possess excellent communication skills and be able to explain complex systems to all users of different experience levels

• Monitors performance of programs and systems after implementation

• Manages set up and maintenance of systems, databases and administrative functions

Qualifications

Technical Requirements:

• Must have high school diploma or equivalent + 6 years of related experience OR Associates + 4 years of related experience.

• Must have CompTIA Security+ certification

• Must have Microsoft Environment Certificate

• Must possess an in-depth knowledge of Windows Server 2008 and AQL Server 2008 to provide the level of service required to maintain the system.

• Must possess working knowledge of and be familiar with the current version of the Army Gold Master suite of applications

• Must have working knowledge of the installation procedures and requirements for adding systems to the Army Network Enterprise

• Must be able to obtain and maintain a SECRET Clearance

• Must have a minimum of three (3) years’ experience working with the latest version of the Army Aviation Standard Army Management Information System (STAMIS) Unit Level Logistics Systems – Aviation (Enhanced) ULLS-A(E)

• Must know the system from both a user and system administrator point of view.

• Provide a variety of duties in support of a computer, network (LAN/WAN) and/or client server unit

• Must be able to obtain a Common Access Card with elevated privileges to be able to work with the systems on the Army infrastructure.

Working Conditions:

May be exposed to moderate discomforts, such as heat, cold, wind and extremely high noise levels. This position requires normal physical functions. May frequently lift and carry items weighing up to fifty pounds and occasionally lift heavier items with the assistance of other workers. Will be required to comply with safety requirements of the Standard Operating Procedures Manual. May be required to wear personal protective equipment, where applicable.
