You will obtain necessary authorizations and approvals for GCS system operation in multiple global jurisdictions. Ensure compliance with local rules and regulations for on board equipment use. Identify licensing requirements for aero, maritime, terrestrial, and cellular ground testing, maintenance operations and installation of data communications equipment. Monitors authorization expiry and manages renewals. Prepares satellite link budgets and other technical data necessary for licensing.
 
The role:
Regulatory Compliance

  • Research and interpret regulations as they apply to GCS service operation, including aero, maritime and terrestrial satellite telecommunications and cellular systems.
  • Acquire / monitor emerging lawful intercept requirements for data and voice in relevant jurisdictions and communicate the necessary conditions to all internal stakeholders to ensure network development meets the prerequisites for licensing.
  • Review and interpret local regulations to identify and negotiate applicable conditions.
  • Administers financial processes for obtaining authorizations and applies associated company processes, practices and procedures.
  • Investigate and resolve compliance issues related to operation of GCS service offerings in all vertical markets, respond to regulatory requests from government regulatory agencies and other units of the company.
  • Implements policies and procedures to ensure that company is in compliance with the appropriate statutes and regulations and meets regulatory reporting requirements.
  • Internal focal for GCS regulatory processes and compliance.

 
Engineering and Technical

  • Prepare technical information related to PAC Antenna associated to the performance of the Satellite. Prepare country specific application technical materials including link budgets, transmission plans, satellite operator coordination letters, and other relevant technical data.
  • Interface / communicate directly with satellite operators and other internal and external sources to obtain and verify technical information necessary for application preparation.

 
Licenses & Certification

  • Obtain test, installation and maintenance licenses and permits.
  • Monitor and manage commercial license renewals and related expense to ensure that there is no lapse in authority to operate and the company is not subject to overly burdensome fees.
  • Gather certification requirements from government agencies for Product Management to obtain radio type certification where required.

 
Process & Documentation

  • Performs evaluation of internal operations, controls, communications, risk assessments and maintenance of documentation as related to regulatory compliance and recommends appropriate changes.
  • Record, categorize, and update licensing and equipment certification documents for each jurisdiction.

 
Your skills/ qualifications:

  • Ability to effectively interface with government agencies, internal departments, and suppliers.
  • Advanced knowledge of telecommunications and satellite regulations for aeronautical, maritime and terrestrial use.
  • Proficient in RF, link budgets and VSAT licensing.
  • Knowledge and familiarity with the following
  • DVB-S2
  • Automatic Beam Switching
  • Wireless technologies (GSM, 3G, 802.11, …)
  • Antenna theory and design
  • Advanced knowledge of civil aviation, maritime and terrestrial regulations for satellite terminal equipment.
  • Proven knowledge of electronic technical/engineering concepts.
  • Understanding of business concepts related to civil aviation, maritime, and terrestrial commercial satellite operations.
  • Ability to influence and negotiate.
  • Excellent communication skills, spoken and written.
  • 4 year college degree in Hardware/Electronic Engineering.
  • Master’s degree in Engineering or Business.
  • 6 years’ experience with satellite systems and RF engineering.
  • 4 years’ experience with ITU regulations and recommendations.
  • Ability to travel up to 40%
