The incumbent is required to perform specific activities and administrative functions relative to the procurement of aircraft material and support equipment; and coordinate and submit required government documentation related to procurement activity.

EXAMPLES OF WORK

• Issues and administers purchase orders once contracts have been negotiated.

• Makes recommendations to management of suppliers to be placed on the approved vendor list.

• Analyzes quotes received from the approved suppliers.

• Selects or recommends suppliers with whom orders are to be placed.

• Arranges with supplier the delivery of order items.

• Assists Expeditor in the delivery of shipments.

• Writes invitation of bids and requests for quotes/proposals and mails forms to supplier firms or for public posting.

• Provides documentation to support all purchases in accordance with procurement policies and procedures and the Federal Acquisition Regulations (FAR).

• Submits change orders to suppliers as needed.

• Analyzes and approves subcontract quotes for repairs.

• Obtains certifications from suppliers based on subcontract value.

• Ensures small business program is utilized and guidelines followed.

• Enters data in the purchasing system.

• Verifies and approves payment of invoices for orders placed.

• Reports required updates/changes to the catalog/vendor file and index system. and other duties as assigned.

Qualifications

EDUCATION and/or EXPERIENCE:

Bachelor’s Degree with 0- 2 years Procurement and/or Negotiation experience OR Associate Degree with four (4) years Procurement and/or Negotiation experience OR High School Diploma or equivalent with eight (8) years of Procurement and/or Negotiation experience. Two years purchasing or subcontracting Aviation experience preferred. Experience must include bid solicitation and supplier selection based upon best value analysis. Prefer knowledge of U.S. government procurement methods/procedures. Must have MS word/Excel proficiency.

Technical L-3 experience may be considered to apply as a portion of the required purchasing experience.

• To create, enter, retrieve and print from software packages (Excel, Word).
