Overview
The Manager, Regulatory Compliance & Quality Assurance plays a significant role in ensuring the ongoing compliance and quality of Spirit’s operations. The Manager, Regulatory Compliance & Quality Assurance has the critical role of maintaining Spirit’s Operations Specifications (OpSpecs) and all associated interfaces throughout the operation in addition to conducting audits to ensure ongoing quality and compliance while balancing multiple competing priorities.
The successful candidate must effectively manage projects in a highly demanding, time sensitive and regulatory driven environment. A comprehensive knowledge and previous experience in airline operations and regulatory compliance is necessary. Advanced planning, organization, and strategic thinking are key skill-sets that the role requires to be successful. The ability to communicate and coordinate effectively across organizations while supporting and building a positive, team-oriented environment is essential. This role has specialized responsibility of both operational and regulatory affairs leadership, and represents/serves as a liaison for Spirit Airlines with the Federal Aviation Administration (FAA) and industry groups. This role holds responsibility for the administration of the Flight Operations Quality Assurance (QA) program. The Manager, Regulatory Compliance & Quality Assurance also assists with a wide variety of operationally focused administrative tasks, projects, and special assignments. Some of the special assignments can include domestic and international travel for collaboration with suppliers, aeronautical governmental authorities, industry groups, and other airlines.
Responsibilities
* Effectively manages projects in a highly demanding, time sensitive, and regulatory driven environment.
* Provides expertise to company management and stakeholders with respect to regulations, regulatory changes, and future programs in a timely and pro-active manner.
* Maintain thorough knowledge of Federal Aviation Regulations and their interpretations as they pertain to Spirit’s operations.
* Ensures prompt and effective communication management regarding operational regulatory and safety concerns.
* Provide support in ensuring ongoing compliance with IOSA ISARPS.
* Participate in interdepartmental program changes and implementation of new regulatory programs.
* Conduct internal investigations and provide information to the FAA regarding specific occurrences.
* Develop, manage, and track formal FAA correspondence and operational approvals.
* Research and disseminate CFRs, ACs, ADs, InFOs, SAFOs, Orders, Notices, FSIMS 8900.1, and other FAA documents to the applicable department for implementation into manuals and/or work procedures.
* Track and ensure timelines are met for regulatory violations and investigations (LOIs, SAS findings, Comprehensive Fixes, etc.) for Flight Operations, Flight Operations Training, Dispatch, and Crew Scheduling, Inflight and Airports.
* Facilitate Voluntary Self Disclosure program for Flight Operations, Flight Operations Training, Dispatch, Crew Scheduling, Inflight, and Airports.
* Serve as an active member of the Manual Review Board.
* Monitor and ensure continued compliance with FAA Approved Operations programs (i.e. Deicing Program, HAZMAT, FEAT, FRMP).
* Adheres to and promotes the Spirit corporate vision and values.
* Interfaces between manuals and workgroups in unison with all stakeholders to ensure consistency and accuracy.
* Conducts internal audits and thorough review of industry standards, regulations, regulatory guidance, and feedback.
* Risk assesses and interfaces all changes with other manuals prior to implementation.
* Establishes and adheres to processes to ensure that all audit findings are risk assessed and prioritized for correction and implementation.
* Creates procedures and systems that can be performed correctly and consistently with clear and concise instructions.
* Manages the Flight Ops Quality Assurance Program ensuring stakeholders understand any findings or feedback as well as any associated risks.
* Ensures that all audited areas work harmoniously and in partnership with the QA process and auditor(s).
* Works with corrective actions and auditor suggestions to promote regulatory compliance, safety and continuous improvement.
* Ensures that all communications with leadership are updated regularly and any trends identified, as well as their risks, are communicated with recommended corrective actions.
* Ensures that all audits are conducted with strict confidentiality, professionalism, and objectivity as deemed appropriate while adhering to all company and regulatory policies and procedures.
* May perform other responsibilities as assigned. Responsibilities and duties may change when circumstances dictate. (e.g. emergencies, change in workload, rush jobs, or technical developments.)
Qualifications
* Bachelors Degree
* Minimum 5 years experience in related field.
* Possess either an FAA Commercial Pilot license, FAA Aircraft Dispatch license, or Air Traffic Control license
* Requires a thorough knowledge of Federal Regulations and strong understanding of Part 121 regulatory requirements as well as the manuals, policies and procedures and overall operation of each operational department. Requires strong communication, leadership and managerial skills.
