Job Summary

Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Prepares bid packages, analyzes and evaluates proposals, proposals, negotiates subcontract provisions, selects/recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates changes to subcontracts. Manages and administers subcontracts, ensuring compliance on vendor, cost, schedule, legal and performance aspects.

Job Responsibilities

* Shares accountability for the planning, development and execution of major subcontract initiatives and industrial procurements for the assigned subcontracting team, consistent with the related prime contract, business plan or annual operating plan.

* Implements the strategies of the subcontracting function of the Enterprise. Ensures subcontracts support Enterprise strategies through continual focus on the reduction of total cost of ownership. Takes ownership of supply chain strategy for key pursuits and throughout program life cycle. Oversees subcontract program/project cost, schedule and risk of programs. Maintains a strong emphasis on performance-based supplier relationships.

* Presents program status at program reviews and to senior leadership, communicating with all levels of the Enterprise.

* Collaborates with and supports given business units to drive consistent subcontracting and program management focus. Manages performance-based subcontracts, acting as a resource for contracts, interpretation of business law, terms and conditions, and supplier financial analysis. Ensures negotiations support the Enterprise goals and enhance competitive position. Interfaces with business unit leadership to resolve subcontracting issues.

* Implements subcontracting policies and procedures. Ensures compliance with relevant import and export rules and regulations. Ensures implementation of good business practices consistent with government and Enterprise policies, procedures and ethics.

* Takes accountability as the team leader for subcontractor performance. Ensures plans, measurements and monitors are in place for quality, delivery, compliance to specifications, price competitiveness, ethics, technical competence and overall business conditions.

Basic Qualifications

Bachelor’s degree in appropriate discipline or in the absence of a degree six years of related experience
