Key Accountabilities

Reporting to the Associate Director, Aviation Programs and Compliance, this position is responsible for the development and maintenance of regulatory programs to support safe and efficient aviation operations practices. They maintain Toronto Pearson’s Airport Operating Certificate by ensuring compliance with the Canadian Aviation Regulations (CARs), are the owner of the Airport Operations Manual (AOM), serve as the primary interpreter of the Canadian Aviation Regulations (Aeronautics Act, CARs, TP312) for the GTAA with Transport Canada, and act as the GTAA’s representative and influencer for participation in national and international aviation regulatory development processes.

* Responsible for management of the Airport Certificate and oversight of the Canadian Aviation Regulations (CARs) (Aeronautics Act, CARs, TP7775 and TP312 – Aerodrome Standards & Recommended Practices)

* Responsible for the management of the Airport Operations Manual (AOM) and the associated subordinate plans in accordance with the CARs

* Manage and maintain subordinate plans in accordance with the CARs including Regulatory Exemptions/Deviations and Canada Air Pilot/Canada Flight Supplement

* Primary relationship holder with Transport Canada (TC) for all CARs related activities including: Airport Operations Manual (AOM), Aviation SMS, ARFF, Wildlife, and AVOP

* Review and make final acceptance of all aviation related regulatory programs in relation to legislative (CARs) and other Transport Canada requirements

* Responsible for the management and administration of the AVOP Program, Ground Operations Manual, and the Wildlife Management Program

* Conduct Government of Canada Gazette, Notice of Proposed Amendments, Advisory Circular reviews and develop impact assessments to determine impact to aviation operations

* Provide input to national and international regulatory bodies to influence regulation development, including the Canadian Aviation Regulatory Advisory Committee (CARAC) and CAC/ACI‐NA Operations Safety & Technical Affairs (OSTA) / Nav Canada Advisory Committee [NCAC] as applicable)

* Prepare and submit documentation to Transport Canada related to regulatory exemptions/deviations including risk assessments, impact statements applications, formal requests and plans of construction operations for airside construction projects in alignment with CARs and TP7775

* Complete Safety Management System (SMS) Level 1, 2 and 3 risk assessments on systems and programs as required for regulatory changes, and events related to the AOM

* Complete Concern Reviews

* Maintain the Ground Operations Manual to ensure compliance is met throughout the airfield

* Write RFPs and manage contracts as required

* Prepare for and participate in internal and external audits

* Responsible for being a customer centric Leader with respect to the mission, vision, values and beliefs

Qualifications

* Post-secondary degree or diploma, preferably in Aviation, or an acceptable combination of education and experience

* Minimum 5 years of aviation experience working in an airport, or with an airline or in air traffic management operations

* Minimum 3 years of experience in people management

* Demonstrated experience working in a customer centric environment

* Must be able to obtain and retain a Transportation Security Clearance

* Ability to act and make decisions with limited or inconsistent information

* Relationship management skills with stakeholders, both internally and external with Transport Canada

* Ability to make difficult decisions with regards to airport regulations and reinforcement
