Key Accountabilities

Reporting to the Associate Director, Aviation Programs & Compliance, the Manager, Aviation Programs Compliance & Coordination is responsible for the planning, implementation, execution, oversight and regulatory compliance of regular and irregular airside programs and activities to ensure Toronto Pearson’s airside activities are undertaken in accordance with the Canadian Aviation Regulations and Industry Best Practices.

Key Accountabilities:

* Interpretation of the Canadian Aviation Regulations (CARs), Aeronautics Act, TP312 (Aerodrome Standards & Recommended Practices) and ICAO Annex 14

* Build and maintain a positive relationship with Transport Canada (TC) from a compliance perspective in conjunction with the Manager, Aviation Regulatory Programs

* Plan, manage and implement the Airside Construction Coordination Program inclusive of pre-planned projects, regular and adhoc maintenance to ensure the aerodrome operates safely and efficiently in compliance with all applicable regulations, policies and programs. This includes but is not limited to GTAA, Tenant and external customer initiatives

* Plan, manage and implement the annual Paint Program

* Facilitate a collaborative planning process for airside construction to ensure stakeholder input, safety and to minimize impact to airport operations

* Develop and maintain Airside Activity Programs (policies, processes, procedures) including but not limited to: Construction Planning, Construction Program, Airside Event Compliance, and NOTAM preparation and submission

* Manage the crane application, approval and permit process to ensure the integrity and protection of the airports’ OLS, AZR and ILS critical areas

* Develop and implement airside/apron procedures to ensure safe and efficient aircraft movement, inclusive of aircraft taxiing, towing and pushback procedures

* Ensure “operational readiness” for Aviation Services group in relation to new systems, facilities and aircraft types

* Manage the Airside Self Inspection Program

* Complete SMS Level 1, 2, and 3 reviews as required

* Conduct stakeholder briefings (i.e. construction/winter ops) as required

* Commit to and deliver on the People Manager Promise to support and further the business’ vision through building and development of diverse, multi-skilled teams

Qualifications

• Post-secondary degree or diploma, preferably in Aviation, or a combination of education and/or relevant experience in Airport Construction and Coordination may be considered

• Canadian Registered Safety Professional (CRSP) designation preferred

• Minimum 5 years of aviation experience working in the airport, airline or air traffic management operations preferred

• Project Management experience preferred

• Experience in training program development and implementation preferred

• Experience in Occupational Health & Safety Management preferred

• Must possess a minimum “G” class driver’s license

• Minimum 3 years of experience in people management (direct report or cross-functional)

• Demonstrated experience working in a customer centric environment

• Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities

* Knowledge of Aeronautics Act and Canadian Aviation Regulations, TP312, ICAO Annex 14, Air Traffic Management practices, GTAA airside standards and policies, GTAA Noise Abatement Procedures, GTAA Noise Operating Restrictions, and GTAA Noise Management Program

* Knowledge of Pearson International Airport topography and layout of the aprons, taxiways and runways, including runway combinations used by Air Traffic Control

* Knowledge of aircraft, airline, and airport operating procedures and emergency procedures

* Strong decision-making skills with the ability to make critical decision in a short time frame

* Strong presentation skills with the ability to develop and present technical information in plain language to internal, external and community stakeholders

* Ability to complete inspections in extreme weather conditions which may also include high levels of noise, dust and overall sensory exposure

* Ability to effectively and professionally liaise, both verbally and in writing, with Transport Canada, Nav Canada, air carriers, senior GTAA management and other agencies

* Ability to use Microsoft Word to compile written documents and formal reports

* Ability to use Microsoft Excel to create, monitor and develop tracking systems and generate reports as required

* Ability to use Microsoft Power Point to develop presentation and training material

* Knowledge of relevant acts, regulations, standards, recommended practices and procedures related to airports, aircraft and aircraft ground handling equipment (TP312), procedures for the certification of aerodromes as airports (TP7775), and the types of aircraft and ground support equipment used at Toronto Pearson International Airport

* Knowledge of the relationships and interactions of GTAA operational departments, Transport Canada, NAV Canada, government agencies, airlines and ground handlers

* Ability to develop effective working relationships with members of other organizations

* Knowledge of Safety Management Systems including GTAA specific policies and procedures, and Risk Assessment process

* Ability to develop and facilitate effective training courses and surveys
