The Head of Engineering, Cathay Dragon, is the duty holder, responsible to the Chief Executive Officer and has corporate authority for liaison at the highest level with appropriate Maintenance Overhaul and Servicing Organizations to ensure the continued compliance with all IOSA, Airworthiness and AOC requirements for the Cathay Dragon fleet.

Key Responsibilities:

* CAD 360 Part II AOC Post Holder per Cathay Dragon Maintenance Management Exposition

* Authorized by Cathay Dragon CEO to make decisions that could affect aircraft safety and airworthiness

* Accountable for overall management and coordination of Engineering activities

* Accountable for the management of safety risk in maintenance operations

* Manage and monitor CPA FTM Services

* All Engineering related matters for the overall management and coordination of engineering activities as defined in the Engineering Maintenance Management Exposition.

* Ensure maintenance standards are maintained to provide safe operation and continuing airworthiness of the company’s fleet.

* Safety Management System specific requirements within engineering, such as:

* Overseeing operational safety within Engineering Department;

* Managing the area’s hazard identification and risk analysis activities;

* Implementing mitigation or corrective actions relevant to the area;

* Assessing the impact of safety on operational changes and activating hazard and risk analysis as appropriate;

* Maintenance and review of relevant performance indicators;

* Managing safety training and promotion activities within Engineering Department.

* Negotiate, approve, manage and hold copies of all engineering maintenance contracts negotiated on behalf of HDA for the maintenance of the HDA Fleet or equipment.

* Prepare, manage and control engineering budget to ensure that the necessary finance, manpower resources and facilities are available to enable the company to perform the maintenance to which it is committed and any additional work which may be undertaken.

* Ensure that on time performance target guarantees are achievable and met.

* Monitor all contractors and sub-contractors maintenance task on the aircraft and ensuring the work is performed i.a.w. HKCAD approved maintenance schedule, company procedures and is presented in a timely manner and cost effective.

* Manage staff and team performance by setting up effective competencies and SMART Goals, and personal development / career plans.

* Strong leadership and leading by example. Ensure the team embrace the ‘Time To Win’ strategy and Engineering Strategy-on-a-Page

* Develop a sectional scorecard to measure performance

* Staff development through coaching, on-job-training, and internal / external training.

* LEAN deployment and utilisation of resources across all team functions

Requirements:

* Minimum 9.5 years’ experience in aircraft maintenance, Minimum 5 years’ experience in engineering supervisor role

* Degree in Engineering / Aerospace discipline or Aircraft Maintenance Licence holder or other comparable qualification.

* Comprehensive knowledge of regulatory requirements and familiarity with quality systems.

* Highly self-motivated and demonstrate a commitment to the delivery of high levels of maintenance standards

* Strong interpersonal skills, able to collaborate with and influence on all levels of internal and external partners

* Strategic vision, analytical thinking, critical reasoning and sound financial understanding

* Appointment of the candidate is subject to approval of HKCAD
