Overview

An exciting role has arisen within the Asset Management and Development (amd) business unit at daa for a Chief Estimator. The Chief Estimator is a managerial appointment, which will assume responsibility for the co-ordination and review of all capital (predominantly construction) cost estimates across amd. A key objective of this position is to ensure that daa has timely and accurate cost estimates on which to plan and approve individual capital projects and the 5-yearly cycle of capital investment programmes (CIP).

Reporting to the Head of Project Controls, the Chief Estimator will provide authoritative advice and expertise in relation to cost estimating, incorporating planning, design, construction and lifecycle costs across a broad range of infrastructure projects including, civils, mechanical, electrical and building works. Individual project budgets range from €250k up to €200m with typical spend profiles of circa €300m annually, across a portfolio of 50+ infrastructure projects.

Qualifications

* Hold a third level qualification at degree level or above, ideally in Quantity Surveying, Engineering, Construction Management or a closely related discipline.
* Have a minimum of 12 or more years’ experience in the management of major construction projects with a minimum of 7 or more years’ construction cost estimating experience in a comparable environment with a client, consultant or contractor.
* Ability to manage an estimating team located across multiple sites and organisations while ensuring that all estimating tasks are conducted in a timely and accurate manner.
* A thorough knowledge of capital project procedures and practices, and a familiarity with typical project controls software such as Primavera P6 scheduling software, Estimating Databases, Document Management Systems and a high level of proficiency with Microsoft Excel.
* Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications.
* Well developed interpersonal skills with an ability to develop strong team participation.
* Strong analytical & problem solving skills with attention to detail

* Ability to read, understand and organize construction drawings, bills, plans and specifications
* Ability to work independently and with minimal structure while exercising great judgment
* Ability to multitask, prioritize, and work well under pressure to meet established deadlines
* Ability to develop long term relationships with all team members, and effectively balance people and processes.
* Excellent organisational skills with a positive, flexible work attitude
* Possess strong mathematical and computer skills. Advanced knowledge in Microsoft Office (Excel, Project, Power Point, Word, Outlook)

Responsibilities

* Oversee the preparation of cost estimates for capital investments at all stages of the project lifecycle from order of magnitude through to definitive, pre-tender estimates.
* Peer review all capital cost estimates in excess of €500k and govern the peer review of cost estimates below that threshold.
* Manage and develop the human resources (internal and external) engaged in estimating activities including resource planning, staff performance management and managing external consultants.
* Liaise with the Senior Cost Manager, Risk Manager, Design Team Leads and relevant Project/Programme Managers in developing estimates and managing the estimating function.
* Develop and maintain the processes, systems and administrative procedures necessary to support the timely and accurate dissemination of cost estimates and associated reports, across daa.
* Develop and maintain a comprehensive database of historical cost data and establish knowledge-sharing arrangements with other Airports and/or their consultants.
* Foster relationships with the supply chain and wider industry including contractors, consultants, suppliers and professional bodies.
* Contribute to the management of the Project Controls function and the amd business unit generally including participating in team and cross-functional improvement initiatives.
* Effectively manage and communicate with all stakeholders in the estimating process.
* Provide lessons learned on historical estimates where there was over/under spend.
