Purpose

The EPMO assists with the review and assessment of project investments, monitors compliance to project governance, undertakes Portfolio Management across all CPA projects and oversees the benefits tracking reporting process.

Key responsibilities and tasks

Project Governance

* Assess and analyse proposed project investments, providing constructive review of their commercial rationale, financial implications, project approach and impact on the overall portfolio.

* Direct project to prepare project change requests in line with published guidelines.

* Assess Project Change Requests and analyse their impact on the overall project investment.

* Attend Project Steering Committees as a non-voting EPMO representative.

* Monitor the portfolio to ensure compliance to Project Delivery Life Cycle (PDLC).

* Review project closeout documentation and ensure accuracy and that all governance has been met.

* Benefits Realisation

* Support the review of benefits and provide advice to enhance the quality of the benefits.

* Ensure project benefits are being tracked within and after project delivery.

* Prepare management reports on benefits realisation.

* Portfolio Management

* Manage the project pipeline by maintaining a view of dependencies, key resource needs, priorities and benefits.

* Undertake risk assessments and dependency management across the portfolio of work.

* Execute project quality management planning, project health checks and lessons learned.

* Work across the portfolio to monitor the delivery of project outcomes.

* Support the portfolio and project management tool (HP PPM) to ensure accurate, relevant and up-to-date information.

* Develop Management Reports to provide stakeholders with transparency on the progress and health of projects and the portfolio.

* Project Management Methodology

* Develop and maintain the process and methodology for the management and coordination of all CPA projects. These methods must support Cathay’s expenditure and headcount governance. They will address all aspects of project management, including:

* Planning

* Resource Management

* Risk and Issue Management

* Status Reporting

* Project Team Structures

* Project Governance, including the format and attendance of defined project meetings

* Provide introduction, briefing and uplift sessions on governance and project management related processes.

Qualifications / Experience

* Relevant degree and/or experience in Finance or Business. Professional accounting qualification such as CPA would be highly regarded.

* Minimum 8 years of project or finance experience, with experience in working in PMO and/or managing projects, budget and financial tracking and issue resolution.

* Experience of preparing and reviewing business projects will be advantageous.

* Sound grasp of financial principles of project evaluation and business acumen.

* Excellent presentation, facilitation and influencing skills with high standard of written and spoken English. Strong communication skill to all levels in the organisation and agility to work within a team environment.

* A quick learner with the ability to work independently, be self-motivated and attentive to details.

* Strong analytics and reporting skills in producing reports, documentation and presentations.
