Scope:

Development and delivery of Data Governance/Assurance and Quality Framework for Naval Ships and integration in to Hunter Class Frigate Program Roles

Role Overview:

Reporting to the Engineering Manager, Data Management will cover Data Quality and Governance and will designate, roll out and manage the implementation of a standardised and measurable approach to Data Quality Management and Governance across the Hunter Class product lifecycle. In undertaking the role the successful candidate will build on the existing data governance / assurance framework to ensure the principles embodied within that framework are delivered to the programme. He / she will integrate the activities of the Data Quality Team into the on-going Naval Ships Quality Plan / QMM activities. He / she will also establish a programme dashboard for the quality measurement of project critical data.

Key responsibilities include:

  • Identifying and creating Data Standards and Policies, detailing how data should be used and managed, and measuring the extent to which they are followed
  • Influencing all those directly involved in creation or use of the data under governance within the business Collaborate with Data Governance and Data Quality to improve Data Management with Naval Ships and Type 26
  • Ensure projects are delivered to agreed time, budget and quality, regularly reviewing and reporting on progress against plan
  • Build and maintain effective liaison with all functional groups involved in project delivery to enable all functional, quality and other requirements of projects to be delivered
  • Lead the development of policies and procedures in assigned areas, ensure that all relevant polices and procedures are adhered to by reporting staff or on allocated projects and that they are carried out in such a way as to minimise risk
  • Provide advice and recommendations to senior programme managers and directors to support quality management decision making.

Top Major Tasks and Activities:

  1. Establish standard approach to data quality improvement (including pro-forma, pro-active and reactive template activities)
  2. Drive improvements to data quality management
  3. Coordinate the resources supporting and implementing Data Quality Management and Governance/Assurance initiatives including data owners and stewards
  4. Driving the work of the Data Quality Board and Data Quality Working Groups, ensuring that they are effective and fulfil their objectives
  5. Developing measures for assessing the benefit to the business of data governance and assurance, periodically measuring the effectiveness and feeding it back to senior management
  6. Identifying the need for, and managing the delivery of, data quality management, governance and assurance awareness and training across the business

Key Technical Skills:

  • Experience in implementing Data Governance and Quality Management
  • Experience in Data Management and PLM systems and the quality measurement of data
  • Experience in using Data Management / Governance toolsets
  • Experience in complex Engineering Projects
  • Experience of multi discipline Projects
  • Experience of MoD / Customer Mgmt and working with international customers
  • Excellent IT skills particularly MS Project MS Excel, MS PowerPoint and Visio

Company/Industry Knowledge:

  • Experience in implementing and developing Data Quality Management / Governance in a similar sized organisation
  • 6-10 years senior engineer / engineering management experience preferably in a shipbuilding or engineering environment
  • Membership of the Data Management Association and/or familiarity with the DAMA Body of Knowledge (DMBoK) (Preferred but not essential)

Qualifications:

  • Degree or equivalent in appropriate subject
  • CEng desirable
