Key Accountabilities

Reporting to the IT Portfolio Delivery Manager, this position is responsible for the overall financial reporting of the IT PMO Delivery. The successful candidate will be expected to interact with the Capital Finance Team as well as the Finance Manager within IT. Major Responsibilities are, but not limited to, processing payments and accruals monthly as well as create reports for variances and asset realizations for the entire IT PMO Delivery.

* Adhere to policies, standards, and guidelines to ensure consistency and efficiency in ITM

* Coordinate financial support to the managerial staff and Project Managers in the areas of documentation, preparation, submission and tracking documents and financial expenditures, exchange of information with others and reports preparation

* Utilize Oracle financial system, Discoverer Report writer, I-share document control system, Kronos payroll system and Hyperion to carry out duties

* Ensure that project accruals align with forecasts are continuously updated. The main responsibilities are as follows

* Implement and deliver standardized financial procedures and practices: assess existing practices, make recommendations on procedures and changes where required

* Keep abreast of all financial policies and procedures

* Prepare reports and management memoranda advising of changes required, including Aging Reports, Variance to Forecast Reports, and Monthly Capital Performance Report

* Provide support to project managers and IT PDM’s and Director in preparation of all financial reports using Oracle, Hyperion, Kronos, I-share, and MS Office

* Coordinate and prepare all aspects of project financials: planning, budgeting, purchase orders, invoice payment, accruals, financial reconciliation, variance reporting, and project close out (asset template / realization)

* In cooperation with the Portfolio Delivery Manager, IT PMO, develop quarterly and annual plans and report against the plans monthly

* Liaise with other units such as Finance, Procurement, Vendor Management (Operations), Legal, and APTS and Capital Planning and Performance Team (CPP) regarding issues related to GTAA procedures, reports, forecasts, accruals and other financial inputs and outputs

* Review the integrity of financial information in Oracle and Hyperion submitted by IT PMO and address any deficiencies as required with PM’s within the PMO

* Act as an Oracle, Hyperion, Kronos, and I-share super-user for IT, participating in committees for examining and problem solving migration of software, data cleansing and migration of financial and report data

* Training and tutoring IT PMO to a uniform and high standard in GTAA financial procedures and software, including training of new staff during on-boarding

* Review and administer staffing request forms and staff contracts upon hire for completeness and tracking and ensuring monthly logging of hours

* Work closely with Vendors of Record to ensure they provide the necessary information required for GTAA project reporting

* Interact with all IT professional services staff to ensure they are entering their durations on all projects they are assigned

* Perform other financial and administrative duties as assigned

Qualifications

* Accounting diploma or university degree in Business or Commerce and or equivalent combination of education, training, and (or) experience

* College graduate education specializing in Mathematics, Accounting or business financial practice an asset

* Minimum 5 years’ experience in projects related financial work including experience using Oracle, Hyperion and i-Share

* Experience with policies and procedures, having worked in a project management environment at the GTAA or a similar industry/environment

* Driver’s licence required

* Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities

* Familiarity with business office policies, processes and operating procedures

* Strong telephone and personal etiquette

* Knowledge of General Accounting Principles, in particular project financials including knowledge of Project Cost Management Principles and Project Management Principles (Earned Value, Project Accruals)

* Knowledge of Contract Administration Principles, as applicable to consultant contracts and the ability to apply standard contract administration procedures and practices for the benefit of the GTAA

* Understanding of the GTAA organization and the IT PMO mandates and scope of responsibility

* Proficiency with computer applications including, but not limited to: Oracle, Hyperion, I-Share, Microsoft Office software

* Ability to effectively manage records and reports

* Proficiency in developing and implementing financial planning and reporting processes in a project management environment

* Proficiency in establishing operational business metrics (key performance indicators) and associated thresholds

* Proficiency in quantitative/ variance analysis

* Ability to summarize and present financial and operational metrics to the Portfolio Delivery Managers and Director IT PMO in a meaningful way

* Strong critical thinking skills

* Ability to establish and maintain effective working relationships with management, co-workers and other departments including Finance and Capital Planning and Performance

* Ability to effectively work with others to reconcile data through, provide information and clarification on financial matters, train others on the financial systems operations, lead discussions to develop financial reports required

* Ability to successfully communicate results of complex financial and operational metrics to address business concerns of the Portfolio Delivery Managers and Director PMO

* Ability to co-ordinate and harmonize the project financial practices in IT, managing the large volume of work for IT and the complexity of the financial system

* Ability to problem solve reconciling issues in financial data input to Oracle, Hyperion, financial reports and schedules

* Ability to develop, implement and modify methods and procedures according to GTAA quality management principles

* Ability to prepare project information presentations accordingly based on the audience

* Ability to perform analysis, derive cause and effect correlations and develop course of action on project financials

* Ability to assess departmental financial and operational goals and objectives and develop corresponding performance indicators
