Position Purpose:

The Program Manager of the C-17 Aircrew Training System (ATS) is responsible for directing, coordinating, and overseeing all FlightSafety C-17 ATS activities, including Program Administration, contract support, subcontractor performance, Site management, and liaising with Prime Contractor’s Training System Support Center (TSSC) staff, along with planning and implementing all elements of the C-17 ATS contract to ensure a successful training system.

Essential Functions and Responsibilities:

* Establishes FlightSafety corporate resource requirements and evaluates performance against plans and milestones.

* Ensures quality Instructor training and support across the C-17 ATS.

* Assumes principal point of contact duties with the Air Force Program Office and Prime Contractor (Boeing).

* Co-chairs USAF/FlightSafety System Review Boards (SRBs) and Technical Interchange Meetings.

* Directs and oversees the accomplishment of contractually-required events, achievements, and milestones to assure training program tasks and responsibilities are being effectively carried out.

* Seeks opportunities to increase the value of the training contract to benefit both the company and government agencies through new methods, cost reduction, productivity increases, identification of new systems, or other techniques consistent with the C-17 contract.

* Conducts staff meetings, briefings, and creates periodic special reports concerning training program activities (including monthly Program Management Reviews), which provide Senior Management and others with information regarding program status.

* Manages subcontractors to assure that all elements are performing to contract specifications, costs, and schedules.

Other Duties and Responsibilities:

* Develops and implements C-17 training policies and procedures.

* Evaluates work performance of all direct reports in accordance with established procedures on Performance Reviews.

* Ensures that all site activities, as well as personnel actions, are in compliance with the FlightSafety Services Corporation “Policy and Procedure Manual”.

* Assumes responsibility for Site Affirmative Action Plan compliance and ensures all hiring, promoting, and disciplinary activities are free of discriminatory bias.

* Analyzes site manning requirements and makes staffing level recommendations to FlightSafety’s Senior Management.

* Interfaces and represents FlightSafety with C-17 Senior Staff members and local community leaders, when necessary.

* Travels, as required.

* Performs other duties, as assigned.

Knowledge, Skills and Ability:

* Ability to read, write, speak and understand English.

* Excellent verbal and written communications skills.

* Solid knowledge of Aircrew Training Systems.

* Basic knowledge of maintenance activities, policies and procedures.

* Basic knowledge of computers and software programs.

Education and Formal Training:

Bachelor’s Degree in Business or a related field; or equivalent combination of education, experience and training. Experience with Air Force cargo transportation is highly desirable.

Experience:

Eight years of broad experience in planning, directing and controlling the implementation of training programs for government contracts. Prior experience as a United States Air Force crewmember is highly desirable.
