The Air Traffic Management 2030 Programme will change the way that air traffic services are provided at up to 7 HIAL airports by centralising activities in a remote/digital tower and surveillance centre, and by introducing a major airspace change.

The post holder will provide expert subject matter expertise, advice and support to the Programme Director and manage specific projects relating to Air Traffic and controlled airspace within the overall programme.

The post holder will deputise for the Programme Director in their absence.

DIMENSIONS

HIAL is embarking on a major project to introduce new technology to the delivery of Air Traffic Control (ATC) services.

The 10 year project will see the centralisation of Air Traffic Control services in one Remote Tower location within the HIAL area.

As well as introducing new and emerging technology the project is the most significant change management initiatives introduced by the company in the last 10 years. It will impact directly on 70 ATC staff and will have wide reaching implications for the whole company.

The project is funded by Scottish Government and an initial commitment of £700,000 has been made in

2018/19 to establish the to the Project team.

Reporting to the GMATS the post holder will have a clear understanding of the project management discipline. The post holder will be the main point of liaison between the existing ATC team and the programme and will play a key role within the project bringing a depth of knowledge of EU and UK based regulation, process, procedures, and industry best practice associated with both the current and evolving ATM sector.

MAIN ACCOUNTABILITIES OF THE POST

You will be responsible for project managing all ATM related aspects and workstreams associated with the ATM Strategy 2030 programme.

Working with the ATMS Programme Director and in conjunction with the General Manager of Air Traffic Services you will devise the ATM Project plan and the associated key milestones.

You will work with other members of the ATM Strategy Programme Team to ensure the delivery of key project milestones on time and within budget. As an integral part of the role you will follow established ATM practises and procedures and ensure that all work is conducted in a consistent manner in line with regulatory and company policy.

You will develop and manage the implementation plans of the various ATM workstreams associated with ATMS 2030 including the introduction of:

 Proportionate sectors of controlled airspace at five of HIAL’s seven controlled aerodromes;

 Construction of a new ATM Surveillance and Remote Tower Centre;

 Replacement of standalone Procedural Services with a centralised Surveillance Service for seven airports;

 Remote Towers at seven airports;

 An out of hours on-call ATS.

 An appropriate ATS Fatigue Risk Management System (FRMS).

You will develop the ATM related operational requirements, technical specification, and associated criteria to allow the Company to go to tender for a turnkey contract for the overall project. You will form part of the tender scoring team and manage the ATM related aspect of the contract once awarded.

You will develop (in conjunction with the appointed contractor) a new ATM related concept of operations (CONOPS) and new practices, procedures and processes to support a safe and efficient operational transition to the new ATM Centre.

You will identify and manage the ATS resource and training required to manage a safe and efficient operational transition to the new ATM Centre and to sustain a flexible and resilient service thereafter.

You will work closely with the UK Civil Aviation Authority (CAA), the European Aviation Safety Authority (EASA), ANSPs, Suppliers, the Military Authorities and the wider ATM Sector to obtain the necessary regulatory approvals to support the implementation of ATMS 2030.

You will work closely with industry, including the Future Airspace Strategy (FAS), airlines and other airspace users to ensure that ATMS 2030 delivers enhanced safety, efficiency, cost effectiveness and environmental benefits.

You will supervise any additional ATS resource assigned to support the ATM project management task.

You will be responsible for clearly and concisely presenting, coordinating and communicating key information to the project team and the wider stakeholder group in a timely and consistent manner.

You will build excellent working relationships with staff, line management, regulatory authorities, trade unions, training providers, suppliers and other relevant stakeholders.

You will identify any opportunities that might arise, to enter into creative or innovative partnerships with third parties associated with ATMS 2030.

You will provide regular project updates to the Programme Director, the Project Board, Project Team and the key stakeholders as determined by the Programme Director.

You will maintain change management documentation in line with the requirements of the HIAL Safety Management System, at a minimum, this will include an up to date project folder, an Operational Change Safety Analysis, a Hazid and a project risk assessment.

You will work closely with the current ATM Team to ensure that ATMS 2030 workstreams do not negatively impact on the safety and/or efficiency of day-to-day ATS operations during the transitional phase of the programme.

You will carry out any other reasonable tasks assigned to you by the Programme Director or the General Manager of Air Traffic Services.
