About the Position

This position is part of the Aeronautical Services Unit and works to provide the unit manager with support to the regulatory functions associated with Air Traffic Services, Dangerous Goods and Aerodromes. This includes all functions relating to certification and surveillance of aviation participants for which they have delegated authority. You will have a functional specialty in one or more of the following: Aerodromes, Air Traffic Services, Aeronautical Telecommunications and/or Dangerous Goods.

Key Tasks

  • Conduct the certification and surveillance of providers of aeronautical services as required, and in line with aviation rules.
  • Provide specialist advice within the organisation and externally in regard to the assigned functional area(s) e.g. Air Traffic Services (ATS), Dangerous Goods, Telecommunications, Aerodromes.
  • Process Dangerous Goods certifications and approvals, where assigned this function.
  • Assesses and makes recommendations for approval of aeronautical studies, safety cases and risk assessments associated with the assigned functional area e.g. ATS, Dangerous Goods, Telecommunications, and Aerodromes.
  • Provide advice and input into regulatory requirements in regard to air traffic, air navigation – where assigned this function. This includes assessing change proposals from the International Civil Aviation Organisation.
  • Analyse safety incidents related to the assigned functional area be it air traffic services, dangerous goods, aerodromes and aeronautical telecommunications.
  • Exercise delegated power and functions legitimately.
  • Remain proficient across all core regulatory skills and techniques through regular participation in surveillance and certification activities.
  • Deliver services and advice in a consistently competent, professional and timely manner.
  • Understand client issues and addresses these appropriately.
  • Comply with all relevant policies and procedures.
  • Participate actively and positively in meetings, planning and initiatives designed to improve effectiveness/productivity.
  • Actively support the manager and team members to ensure team and group objectives and obligations are met.
  • Actively communicate information to other units/groups as appropriate to support their effectiveness.
  • Participate in and support organisational initiatives to improve service, maintain and enhance reputation.
  • Work on other tasks and projects as maybe required, to assist in the achievement of the organisations mission, business, group, unit and team goals.
  • Carry out work and conduct interpersonal relationships in a way that support the organisations commitment to the principles of EEO and the Treaty of Waitangi. 
  • Contribute to, maintain knowledge of, and practice Health and Safety processes and initiatives.

Qualifications and Experience

Essential – the position holder must have either:

  • Hold or has held a professional qualification relevant to their functional specialisation (e.g. ATC license including an appropriate ATC rating or ratings, relevant tertiary diploma or equivalent qualification).
  • Significant relevant aviation experience within the functional specialty.

Desirable – the position holder should have relevant experience in the following areas for the functional specialty they perform: 

  • Aerodromes Specialist:
    • Experience in aerodrome design and operations
    • Experience in Airport Wildlife management
    • Experience in Fire Rescue services.
  • Dangerous Goods specialist:
    • Experience in air carriage of dangerous goods
  • Air Traffic Services specialist:
    • Experience in Instrument procedure design or ATS instruction qualifications.
    • Experience in aeronautical information management.
    • Experience in airspace management
  • Aeronautical Telecommunications specialist:
    • Experience in air navigation technology
    • Experience in air traffic management technology
  • Experience in conducting surveillance and investigation activities that involve quality and risk based management systems is desirable.
  • Sound written and oral communication skills
  • Ability to demonstrate good judgement and sound decision making with integrity and objectivity.
  • Some knowledge and experience relating to aeronautical telecommunications, meteorological services and navigation procedure design.
  • Practical knowledge of ICAO standards.
  • Knowledge in aviation risk assessment.
  • An understanding of the NZ Civil Aviation legislative and regulatory framework and other statutory requirements including the requirements of the ICAO.
  • The ability to build professional and technical credibility within the organisation, industry and relevant government departments. 
  • Highly motivated with the ability to work with minimal supervision and the flexibility to handle change and re-prioritise work.
